This work supports the Chief, SSO at HQ 14 AF/A2S, Vandenberg AFB, CA with SCI management and other SCI requirements as designated by the SSO.  In accordance with Department of Defense (DoD), Director of National Intelligence (DNI) and Air Force directives, regulations and instructions, implements local policies and procedures to ensure the effective and efficient management for military, civilian and contractor personnel of SCI program functions including physical, personnel, information and industrial security.  This work will also support the 14 AF Information System Security Manager (ISSM) and the individual will serve as the Alternate ISSM.

Job Duties: Support HQ 14AF/A2S (SSO) with the following duties:

        Formulates plans, policies, procedures and other documentation required to deal with the operation of SCI protection functions and activities IAW DoD 5105.21 Volumes 1-3, ICD 704, AFMAN 14-304 and AFI 31-501.

        Maintains and update Joint Personnel Adjudication System (JPAS) records for 1,100 SCI indoctrinated personnel.

        Assists with Staff Assistance Visits and other local inspections as required.  Prepares and presents reports with appropriate corrective actions delineated.

        Receives and respond to requests for SCI eligibility, recertification, and special purpose and interim SCI Accesses, insuring validity of the requests. 

        Reviews and act upon authorities to indoctrinate SCI personnel, including personnel screening interviews and indoctrination briefings. 

        Participates in the management of Security Information File (SIF) Program. 

        Sends and receive SCI visit requests for 14 AF and associated units; oversee and provides SCI facility badge access. 

        Responsible for ensuring all assigned personnel meet/maintain the appropriate security clearance requirements, in accordance with ICD 704. 

        Updates and query required information systems as needed to perform assigned duties.  Maintain required hard-copy files to perform assigned duties.  Prepare and execute required periodic reporting and or audits and reviews IAW applicable directives, regulations, and instructions. 

        Provides continuous training and guidance in all areas of SCI security; including but not limited to, local procedures, OPSEC, Communications Security (COMSEC), and Security Awareness.

        Enforces foreign contact and travel requirements, entry procedures, escort procedures, document control procedures, and classification review/guidance requests.

        Coordinates with Foreign Disclosure Officer (FDO) on SCI access for Foreign Nationals from HQ AFSPC and USSTRATCOM. 

        Maintains liaison with local 30th Security Forces Squadron and AF Office of Special Investigations, to ensure security procedures, policies, and training are properly coordinated, and available to SCI personnel.

        Responsible for assisting the SSO in maintaining accreditation for all SCI Facilities (SCIFs) and alarm systems in accordance with ICD 705 and DoD 5105.21 Volumes 1-3.   

        Ensures Compartmented Areas and Special Access Program Facilities (SAPFs) are properly built and maintained IAW ICD 705.

        Establishes Co-utilization and Memorandum of Agreements (MOAs) with SAP and non-assigned customers.

        Uses comprehensive knowledge of the integrated organization's mission to advise commanders and or involved parties on security facilities/equipment/alarm installation, maintenance, and use.

        Acts as Site Security Manager (SSM) per ICD 705 and assist customers with new SCIF requirements.

        Develops and updates personnel security responsibilities for Special Security Representatives (SSRs).  Ensure SSRs are appropriately appointed, managed, and trained. 

        Analyzes and assesses issues with SCI personnel security and proposes solutions that meet standards set by applicable regulations, directives and instructions.

        Reviews plans and makes recommendations on operations and maintenance on physical/resources security inputs. 

        Facilitates the accreditation cycle for all SCIFs to include development and implementation of physical security policies and procedures. 

        Reviews and keeps current guidance such as; fixed facility checklists for SCIFs, requests for Temporary Security Working Area (TSWA) permits, and required standards for collateral open storage facilities. 

        Reviews information systems security plans and TEMPEST requirements to include coordinating on Automated Information Systems (AIS) accreditation packages.

        Ensures the Emergency Action Plan (EAP) is written, current, implemented, and tested as required.  Coordinates with Office of Special Investigation (OSI) on requirements and requests for technical surveys of facilities as required. 

        Reviews facilities construction plans to ensure proper security measures are incorporated and implemented. 

        Coordinates acquisition, replacement, and installation of physical security equipment such as locking mechanisms, intrusion detection equipment, duress alarms, and lighting systems. 

        Certifies issuance of badges, conducts badge inventories, and ensures proper destruction of AF Form 2586.

Requisite Personnel Qualifications:

        Critical thinking skills, both qualitatively and quantitatively

        Ability to prepare a well-grounded, defensible argument

        Ability to communicate effectively, both written and verbal

        Strong organizational skills and ability to multi-task

        Strong technical and analytical skills

        Ability to work independently and as part of a team

        Familiarity with USSTRATCOM organization desired

        Familiarity with Joint processes, operations, and commands.

Qualifications: Required:

        Possess mid-level expertise with a minimum of five years of demonstrated relevant experience and expertise with and/or education in the following.

        Possess experience with administering and assisting with the management of SCI indoctrinations and debriefings.

        Possess experience with providing guidance on requirements of DoD directed Non-Disclosure Statements and Personal Attestations.

        Demonstrate experience performing file maintenance to include audits of files for validation in local and national databases.
