Job Duties: The services required for this position include providing non-personal services in support of Advisory and Assistance (A&AS) Services support for HQ USNORTHCOM (NC) / J35 which includes reviewing doctrine and policy in the development of planning products for known events such as National Special Security Events (NSSE) and Special Event Assessment Rating (SEAR) events as well as those catastrophic events that require USNORTHCOM support including earthquakes, fires, flooding, hurricanes and other natural and manmade disasters. Additional tasks for this work will include coordinating preparation of the operational environment information and standardized products across the staff, analyzing relevant political, military, economic, social, information, and infrastructure variables to help describe the impact of the operational environment on mission accomplishment and ensuring predictive analysis with impacts on commands ability to execute its mission. Pulling key data from the Global-Theater Security Cooperation Management Information System (G-TSCMIS) for use with the Theater Security Cooperation team within the NC/J35. These planning products will support operational and tactical level forces supporting NC's Civil Support (CS) missions.


Required Skills: The work will require expertise, practical operational experience, and technical support in:

  • Prior experience with supporting detailed planning for deliberate and crisis events, mission analysis and Joint Understanding of the Operational Environment (JUOE) analysis for contingency and crisis operations
  • Ability to review Homeland Defense (HLD)/ Theater Security Cooperation (TSC)/CS operations and DOD and USNORTHCOM policy issues and provide recommendations for planning, concept development, and analysis in support of the operations and policies
  • Experience with the Global-Theater Security Cooperation Management Information System (G-TSCMIS)
  • Experience with analyzing information required to support the USNORTHCOM Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTMLPF) approach fully incorporating an Effects Based Approach (EBA) into planning and operations including the efforts of the national intelligence community, Inter-Agency partners, law enforcement and counter-intelligence agencies, relevant combatant commands (COCOMs), all USNORTHCOM staff elements, components, subordinate organizations and first responders
  • Previous experience with providing Courses of Action (COA) for Command decision-making based on a real world understanding of forces/capabilities, and integrated with predictive, actionable intelligence
  • Experience conducting studies and analyses that support the directed focus in support of HLD/CS and provide research and analysis documentation to create and maintain current product
  • Ability to analyze data that supports the Command's assessment process and provide written recommendation on status and improvement
  • Prior experience with analyzing information applicable to ongoing world events that have the potential to impact USNORTHCOM's Area of Responsibility (AOR) in order to support J35 Future Operations product development and provide COAs on product development
  • Experience with reviewing and analyzing potential crisis and providing recommendations, based on pre-crisis analysis, for a comprehensive range of COAs for Contingency and Crisis Action Planning
  • Capability to perform research and analysis to identify secondary and unintended effects of proposed actions ranging from no DOD involvement to providing different DOD courses of action, providing results to the government
  • Capacity to support the USNORTHCOM Future Operations Center (FOC) during crisis or exercise events and provide 24-hour (flexible 12 hour shifts) (Approximately 4 exercises per year of 5-10 days/24 hours duration and an average of 5 crisis events per year of 3-15 days/24 hours long per event)


  • Prior Deliberate and Crisis Action Planning
  • Experience developing DOTMLPF
  • Previous Unified Combatant Command experience
  • Proficient with Microsoft Products (Word-Excel-Power Point)
