The Joint Information Operations Warfare Center (JIOWC) is the center of excellence for Information Operations (IO). The JIOWC supports the Joint Staff in improving DoD ability to meet combatant command information-related requirements, improve development of information-related capabilities, and ensure operational integration and coherence across combatant commands and other DoD activities. The JIOWC/J61 develops and maintains multiple dynamic websites on multiple networks at different classification levels for the dissemination of IO related products to Combatant Commands as well as administrative and personnel information. The IO-related information is used by JIOWC analysts and planners in their IO planning and coordination efforts for real world and exercise activities. The administrative and personnel databases are used by all JIOWC personnel for daily business operations.


Job Duties: Work with the JIOWC's information network which spans multiple physical networks that are at different classification levels and locations and web and collaborative technology (e.g. SharePoint, VTC, etc.) are used to transmit IO data. In addition provide a single point of contact to resolve the information network issues of JIOWC users while maintaining a knowledge base of common issues/solutions and FAQs which includes the measures of performance such as response time.The contractor shall perform the following:
• Provide Help Desk augmentation as required on-site at JIOWC Headquarters to accomplish tasks..
• Answer and triage customer assistance requests on information technology and communications issues under the direction of the Help Desk Manager. Provide quick solutions for user problems at this level, if possible.
• Assist users by phone, remote computer login, or in person. Otherwise, forward to the appropriate personnel via designated tracking system with appropriate priority.
• Use the government tracking system to open tickets for information network issues and document steps to resolve problems.
• Enter, update and complete assignment information and steps taken to resolve issues on all trouble calls into the JIOWC Trouble Ticket system for workload tracking.
• Perform technical tasks to resolve Help Desk tickets as required by the Government including tasks related to workstations, printers, fax machines, communication devices, hand-held devices, scanners, Video Teleconference (VTC) Suites, and other peripherals.
• Support JIOWC VTC operations including the daily coordination, management, operations and maintenance of audio and video equipment in conference rooms, VTC scheduling, and VTC problem resolution.
• Act as a JIOWC Information Assurance Appointee assisting the JIOWC Information Assurance Manager (IAM) as required including assisting the IAM with network security incident response and management.
• Assist Equipment Control Officer (ECO) providing asset management and other life-cycle program management support, technical typing, analysis, and support.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess 7 years' experience in the field of personal computer support, collaboration technologies (e.g. VTC suites), and ability to support industry standard software products in a variety of the field's concepts, practices and procedures.
• Have a working knowledge of advanced computer hardware, including desktops, laptops, smartphones, and networking equipment including a working knowledge of internal hardware components.
• Have a working knowledge of and ability to trouble shoot collaboration technologies (e.g. VTC suites) and have a working knowledge of a wide range of software and hardware diagnostic tools to aid in troubleshooting.
• Have the ability to discern how to install, configure, and provide a minimum level of support to non-standard software applications.
• Possess A baseline certification of IAT Level 1 per DoD 8570.01-M, Information Assurance Workforce Improvement Program, Incorporating Change 3, January 24, 2012.
