The Joint Information Operations Warfare Center (JIOWC) is the center of excellence for Information Operations (IO). The JIOWC supports the Joint Staff in improving DoD ability to meet combatant command information-related requirements, improve development of information-related capabilities, and ensure operational integration and coherence across combatant commands and other DoD activities. The JIOWC/J61 develops and maintains multiple dynamic websites on multiple networks at different classification levels for the dissemination of IO related products to Combatant Commands as well as administrative and personnel information. The IO-related information is used by JIOWC analysts and planners in their IO planning and coordination efforts for real world and exercise activities. The administrative and personnel databases are used by all JIOWC personnel for daily business operations.


Job Duties: With Government guidance, coordinate with JIOWC staff for requirements for website design and development in a distributed web environment. The contractor shall perform the following:
• Utilize the Intelink SharePoint sites and other Intelink services as their web portal system consisting of main web sites and the sites of the Divisions and teams in the JIOWC.
• Maintain additional webpages on third party sites such as the Joint Staff portal, Intelink Intellipedia, and others as required to promote the JIOWC and disseminate IO products. The information posted on third party websites requires constant monitoring and updating as the JIOWC organization, taskings, and products produced evolve and change.
• Update developmental websites certification and accreditation documentation in order to gain an Authority to Connect (ATC) to the GIG.
• Create new web sites and new sub-sites as required for logical organization of content.
• Create templates, custom scripts, and style sheets to implement a consistent look and feel to all JIOWC web sites and sub-sites and document any scripts developed for use with the Web.
• Update, as required, the Web architecture in the form of a Site Layout and develop a Web Content Management Plan.
• Design and develop the website using the JIOWC interface standards already in place and rapid development principles to achieve a user-friendly interface design.
• Coordinate with the database administrator to create and tune databases required for JIOWC administered web sites.
• Develop and implement web site maintenance procedures and perform site content updates, as well as document the web environment and configuration.
• Coordinate with the Network Administration personnel on website security controls and grant and monitor read and write access privileges; coordinate mirror or replication servers with system administrators; and implement web-based security and access controls requested by content providers to ensure government directed levels of confidentiality, integrity, and availability.
• Facilitate and negotiate access to data and provide content authoring training to personnel appointed by JIOWC divisions to be content managers consisting of computer-based training videos and modules for self-paced training, as well as providing oral and hands-on training.
• Design and develop web based graphics (banners, icons, buttons, backgrounds, etc.) using development tools for graphics design which includeAdobe Creative Suite, Adobe Photoshop, Microsoft Visual Studio, and Adobe Captivate.
• Serve as focal point for the JIOWC cross-domain data transfer function to include:
• Assist the JIOWC IAM with creating and establishing local policies and procedures for cross-domain data transfer.
• Maintain familiarity with all DOD, Joint Chiefs of Staff, Air Force, Intel Community, and JIOWC policies, procedures, and processes for transferring data from one network to another.
• Assist users in data transfers in accordance with established JIOWC policies and procedures.
• - Provide training to data owners, data custodians, network and system administrators, users, and delegated data transfer operators in accordance with JIOWC policy and procedures.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess 7 years' experience in website development, website maintenance, website management and/or collaboration tools (e.g. SharePoint)
• Familiar with the following website development and maintenance software and technologies:
o Adobe Creative Suite, Photoshop, and Captivate; Microsoft SharePoint Server; Adobe Coldfusion Application server; Web server software (e.g. Microsoft Internet Information Server (IIS) web server) and XML scripting.
• Maintain an awareness of, and make recommendations for using, emerging web technologies, methods, and best practices.
