The USSTRATCOM J9 requires contract support in the following areas: 1) Operations, Campaign, and Strategic Assessments, to include expertise in USSTRATCOM Mission areas outlined in the Unified Command Plan (UCP); 2) Red Team technical writing; 3) Wargaming Operations and Support with associated alternative futures activity; 4) and, Decision Support Tools and Modeling and Simulation with associated data and information management and operations research support.


Job Duties: Contractor will support social scientific efforts to include supporting development, stand up and operation of an emulation capability on countries of interest. Duties include:
• Facilitate discussions at senior staff levels for formal and informal events that require emulation support and network across events and their communities of practice to leverage complementary efforts.
• Effectively build mutually beneficial relationships with counterparts at combatant commands, other government agencies, academia, FFRDCs and industry while liaising with key personnel in USSTRATCOM directorates, components, and task.
• Establish, support, and facilitate virtual or physical collaborative forums (i.e. working groups, conferences, symposia) and lead study teams to originate new ideas, projects, and methodologies.
• Conduct research on human factors phenomena, analyze sociological trends and data, prepare interpretive reports, provide advice on future global and local impact of human factors, and develop and sustain effective and informative relationships with sociology subject matter experts, communities of interest and communities of practice.
• Provide insight and understanding to determine country specific and regional motivations, intentions, capabilities, effects, and state-of-the-art technical advances affecting USSTRATCOM's UCP assigned missions.
• Organize executive level support, administrative support, information technology, audio visual support, and facility support required for proper execution of emulation activities and events.
• Support the development of an organization or community of interest and requisite processes with appropriate authorities to provide strategic threat emulation, shape the national narrative on strategic warfare, and federate production of foundational information products related to strategic warfare.
• Support the definition of roles and responsibilities, lines of effort, and resource requirements.
• Identify and collaborate with organizations and establish relationships to develop emulation communities of interest on countries of interest.
• Participate in an audit of the country of interest to identify what is currently known about country leadership decision-making processes, doctrine and military art, economics, and war plans.
• Analyze political, economic, social, cultural, physical, geographic, scientific, or military conditions to understand trends.
• Based on discoveries of shortfalls and processes defined in prior work, participate in the documentation and submission of gaps in understanding to the intelligence community, ensuring appropriate collection, analysis and production are tasked to support emulation efforts.
• Produce and/or support production of pre-crisis and crisis emulation products, to be shared across Combatant Commands, providing shared understanding of leadership decision-making on countries of interest.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Understands the interrelationships between domain of expertise and other domains
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.
• Familiarity with end-to-end operations and processes from National level through Unit execution


Qualifications:
• Must have a demonstrated domain expertise and experience in one or more of USSTRATCOM's UCP assigned mission areas.
• Must be knowledgeable of and able to speak authoritatively on all aspects of that mission area including planning, operations, missions systems, advocacy, assessments, and processes related to that mission area.
• Exceptional knowledge in identified country of interest (country(ies) of interest.
• Extensive experience in one of the Social Sciences such as Anthropology, Economics, World History, Linguistics, Political Science, Psychology, Sociology, or related field.
• Published author preferred
