USSTRATCOM/J6, C4 Systems, is the Global Adaptive Planning Collaborative Information Environment (GAP CIE) Functional Manager (FM). As the GAP CIE FM, USSTRATCOM/J6 oversees a web-based thin client application providing rapid integrated planning and situational awareness within a collaborative environment with a geospatial-temporal situational awareness tool supported by access to net-centric data. Provide functional management oversight for the Commander (CDR), demonstrating and delivering new technologies and capability to support teaming, collaboration and coordination between and within combatant commands during crisis action planning while presenting the information using a Global Situational Awareness Tool (GSAT). To provide necessary subject matter expertise for this capability, USSTRATCOM/J6 leads a team of Mission Area Experts (MAEs) that support development of a global collaborative planning capability used by USSTRATCOM, components and planning partners, and other combatant commands to support collaborative deliberate, crisis action, and execution planning, daily operations, and global situational awareness.


Job Duties:
The contractor shall be responsible to support all duties related to Global Adaptive Planning Collaborative Information Environment (GAP CIE) Functional Manager (FM) at USSTRATCOM with support to the J6 with GAP CIE to include:
Providing General GAP CIE Joint Operation Planning Support by assisting with joint operation planning using the capabilities within GAP CIE for deliberate and crisis action planning (CAP), to include: PD&A, ICEWS, COA development, Joint Intelligence Preparation of the Operational Environment (JIPOE), orders and message construction, GSAT, and Dashboard to support real-world or exercise operations.
Providing GAP CIE Requirements Development and Mapping Support to include:
• Use the Integrated Life Cycle Management (ILCM) guidelines and JCIDS processes, assist with leading requirements development, clarification, mission integration, mapping, and process formulation to ensure the validity and terminology are correct and to integrate delivered capability into the Joint C2 and Command's C2 architectures and processes.
• Assess and update requirements mapping as necessary to account for the new requirements, ensure traceability from inception to implementation, and to make the GAP CIE more of a Global capability supporting all combatant commands.
• Provide both technical and administrative support to Command Directorates and components, combatant commands, Services, Agencies, and other non-DoD users for requirements identification and development and translate those needs to the Air Force Life Cycle Management Center, COCOM C2 Division (AFLCMC-HBC) and Program Management Office (PMO).
• Support development of requirements analysis, C2 Modernization, and integration of software, particularly integration of commercial off-the-shelf (COTS) and Government off-the-shelf (GOTS) software that supports DoD acquisition policy and operational, technical, and system architecture requirements.
• Assist with evaluations and analyses of requirements to support GAP CIE Requirements Governing Council (GRGC) and Joint Command and Control (JC2) requirements mapping to the C2 Modernization Capabilities Development Document (CDD) and assess the current and future capability of GAP CIE to meet the Command's collaborative planning requirements.
• Assist with development of a GAP CIE requirements roadmap to support leadership decisions for funding allocation and future requirements development.

Qualifications:
• Possess 5 years' total experience as an action officer/analyst (subject matter expert) supporting operations at a Headquarters level and possess expertise in the Joint Operation Planning Process (JOPP) and have comprehensive knowledge of current Command mission areas, to include space, cyber and CWMD, command and control (C2) processes, national policy, training, system test policy, and have computer technical knowledge.
• Expertise in joint operation planning as described in Joint Operation Planning publications (JP 5-0, JP 3-0, JP 3-60, and JOPES Vol I, for example), to include kinetic and non-kinetic planning, targeting, orders and message construction, and C2 operational mission employment.
• Recent knowledge of the GAP CIE to include: deliberate planning, CAP, mission analysis, PD&A, COA development, JIPOE, and orders and message construction.
• Expertise in the application of Joint C2 Standards and other Chairman of the Joint Chiefs of Staff instructions and manuals (e.g. CJCSI 3170.01H/5123.01F, JCIDS Manual) dealing with the JCIDS process, to assist with leading requirements development, clarification, mission integration and mapping delivered capability into the Joint C2 and Command's C2 architectures and processes.
• Expertise in leading detailed user requirements development, analysis, validation, tracking, and correlation research using the Integrated Life Cycle Management (ILCM) guidelines and JCIDS processes.
• Knowledge in the application of DoD architecture and IT policy (DoDAF 2.0 and DoDD 8320.02-G, for example) to assist with leading the development of operational, technical and system architecture requirements.
