USSTRATCOM/J6 provides functional management oversight for the Commander (CDR), demonstrating and delivering new technologies and capability to support teaming, collaboration and coordination between and within combatant commands during crisis action planning while presenting the information using a Global Situational Awareness Tool (GSAT). To provide necessary subject matter expertise for this capability, USSTRATCOM/ J6 leads a team of Mission Area Experts (MAEs) that support development of a global collaborative planning capability used by USSTRATCOM, components and planning partners, and other combatant commands to support collaborative deliberate, crisis action, and execution planning, daily operations, and global situational awareness. USSTRATCOM/J6 requires MAEs focused on providing support to help define and develop user needs, translate those needs to the Developer, through the program managers, and help implement those user needs into the Global Adaptive Planning Collaborative Information Environment (GAP CIE). GAP CIE is supported for access by U.S., Allied and Coalition partners as a controlled planning capability integrated on a distributed network.


Job Duties: Support GAP CIE Functional Manager (FM) at USSTRATCOM with the following:
• Provide General GAP CIE Joint Operation Planning Support to assist with joint operation planning using the capabilities within GAP CIE for Deliberate and Crisis Action Planning (CAP), to include: Plan Design and Assessment (PD&A), Integrated Crisis Early Warning System (ICEWS), Course of Action (COA) development, Joint Intelligence Preparation of the Operational Environment (JIPOE), orders and message construction, GSAT, and Dashboard to support real-world or exercise operations.
• Provide GAP CIE GAP CIE Testing and Training Support to include:
• Assist in developing training/lesson plans and conduct user training sessions and facilitate the integration and synchronization of GAP CIE capabilities into Command and Joint exercises.
• Assist in system level testing and the development of required test documentation. Provide the Integrated Test Team (ITT) with technical level support ensuring test requirements are adequately defined.
• Interface with users for testing and development of test objectives, and support user forums to identify, address, and correct deficiencies.
• Assist in conducting GAP CIE user training sessions via remote (Defense Connect On-line (DCO) / DCS (Defense Collaboration Services)) and face-to-face to various users world-wide.


Requisite Personnel Qualifications:

• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess 5 years' total experience (7 years' desired) as an action officer/analyst (subject matter expert) supporting operations at a MAJCOM level (e.g. Air Combat Command (ACC)).
• Possess 5 years experience in joint operation planning, described in Joint Operation Planning publications (JP 5-0, JP 3-0, JP 3-60, and JOPES Vol I, for example), to include kinetic and non-kinetic planning, targeting, orders and message construction, and C2 operational mission employment across the spectrum of USSTRATCOM, combatant command, and JFCC plans.
• Possess 3 years experience (within the last 6 months is desired) of the GAP CIE to include: Deliberate planning, CAP, mission analysis, PD&A, COA development, JIPOE, and orders and message construction.
• Possess 3 years experience in areas directly related to JOPES/JOPP, APEX, and JPEC.
• Possess 3 years experience with Air Education and Training Command (AETC) courseware development standards and guidelines to develop training/lesson plans and conduct user training sessions and facilitate the integration and synchronization of capabilities into Command exercises.
• Possess 3 years experience in the application of Air Force Test and Evaluation policy and instructions (e.g. AFI 99-103 and AF Manual 63-119) to validate and test new capability and to support the Integrated Test Team (ITT) with technical level support.
• Experience with system level testing and the development of required test documentation.
