USSTRATCOM/J55 requires analytical support for the Command's deterrence planning efforts. Plans must link contingency plans and other Combatant Commanders' plans using the Joint Operation Planning and Execution System (JOPES) and the Joint Planning and Execution Community (JPEC) processes. Requirements include aspects of the military decision making process as follows: mission analysis, course of action development, commanders estimate development, in-progress reviews, and plan updates. The Contractor shall provide advisory and assistance services in support of all planning, implementation, coordination, and analysis of the mission to meet the J55 deterrence planning requirements.


Job Duties:
Personnel will provide advisory and assistance services (A&AS) to maintain Deterrence Analysis and Planning Support, refine Deterrence Analysis Methodology, and continue to develop the Regional Analysis and Research capabilities. Additionally, the contractor shall provide deterrence analysis support to USSTRATCOM experimentation and war gaming efforts.
Deterrence Analysis Process Improvement Support: Personnel will assist USSTRATCOM in refining Deterrence Analysis Methodology as follows:
• Enhance development of a means of archiving, sourcing, and updating an Adversary Decision Calculus Planning Analysis.
• Support refinement and expansion of interactions with the intelligence community, outside experts, and other agencies to enhance such analysis.
• Develop an improved approach to identifying key uncertainties in the analysis of an adversary's decision calculus, and improved means of dealing with such uncertainties in the development and evaluation of potential U.S. deterrent actions.
• Expand and enhance development of methods to evaluate, at any point in a specific scenario, the impacts of alternative U.S. actions on the decision calculus of the adversary, and on that of another potential adversary (or adversaries).
• Expand and enhance development of potential approaches to measuring and evaluating the deterrent impact of U.S. actions during and after implementation.
• Support establishment of criteria to evaluate Deterrence Analysis and Planning Support capabilities and performance.
Maintain Deterrence Analysis and Planning Support: Personnel will assist USSTRATCOM in maintaining Deterrence Analysis and Planning Support operational capability. Contractor personnel shall provide assistance as follows:
• Apply lessons learned to revise and refine Deterrence Analysis Planning Support.
• Maintain and update the Concept of Operations (CONOPS) for how Deterrence Analysis and Planning Support functions in support of joint force commanders, and draw on experience gained in other joint support efforts when appropriate.
• Conduct end-to-end Adversary Decision Calculus Planning Analyses and Deterrence Impact Analyses in support of joint force commander deterrence deliberate and adaptive planning requirements. Maintain and update, as required, existing Adversary Decision Calculus Planning Analyses and Deterrence Impact Analyses.
• Conduct additional analyses in accordance with the procedures developed in the planning tasks. The number and scope of the analyses shall be determined by USSTRATCOM command needs and available resources.
• Conduct quick-turn analysis on topics of immediate command interest.
• Conduct scheduled and ad hoc briefings and prepare point papers on Deterrence Analysis as specified.
Maintain Deterrence Analysis Planning Capabilities Support: Personnel will maintain the existing Deterrence Analysis capabilities as specified by USSTRATCOM and assist with the following:
• Maintain Deterrence Analysis Regional Analysts capable of conducting end-to-end Adversary Decision Calculus Planning Analysis and Deterrence Impact Analysis
• Maintain research capability to develop and refine analysis methods, refine strategic deterrence concepts, and study future strategic deterrence concepts (2015-2025); and identify, collect and evaluate analytical lessons.
• Conduct analyses in accordance with the established planning procedures.
War Gaming and Experimentation Support: Personnel will assist USSTRATCOM with Deterrence Analysis Support to war gaming and experimentation as follows:
• Assist in war game development and execution to include scenario development, analysis support to war gaming, and identification/tracking of lessons learned in war gaming.
• Provide scenario-based Adversary Decision Calculus Planning Analyses and Deterrence Impact Analyses in support of war gaming to improve unity of effort between USSTRATCOM, its components, Geographic Combatant Commanders (GCCs), and other USG organizations deterrence activities.
• Provide scenario-based deterrence analysis to war gaming activities designed to test USSTRATCOM OPLAN/CONPLAN deterrence actions.
• Provide scenario-based deterrence assessments to war gaming activities to evaluate USSTRATCOM OPLAN/CONPLAN integration with GCC OPLAN/CONPLAN actions.
• Conduct hypothesis-based Adversary Decision Calculus Planning Analysis and Deterrence Impact Analysis to test deterrence assumptions in experimentation


Requisite Personnel Qualifications:
• A minimum of 3 years of operational experience in, or a demonstrated working knowledge of, conducting Strategic Deterrence (SD) analyses.
• A minimum of 3 years of technical knowledge and operational experience in applying, or a demonstrated ability to apply, elements of SD analysis to global, regional and country- specific scenarios.
• A minimum of 3 years of operational experience in, or a demonstrated working knowledge of, constructing SD alternatives.
• A minimum of 3 years of technical knowledge associated with a broad array of SD analysis, or a demonstrated knowledge of details associated with a broad array of SD analysis.
• A minimum of 3 years of technical knowledge and operational experience in, or a demonstrated understanding of, the development and enhancement requirements and associated processes of deterrence analysis methodologies.
• A minimum of 3 years of operational experience in, or a demonstrated understanding of, the structure and operation of the U.S. national-level Intelligence Community.
