USSTRATCOM requires Advisory and Assistance Services (A&AS) for technical support to the System Certification staff in the daily conduct of the system certification process for multiple missions systems to include the following: Integrated Tactical Warning and Attack Assessment (ITW/AA) System, Theater Event System (TES), and Space Surveillance and Control Systems. This scope also applies to replacement or new systems. The Command is in the need for technical support to maintain integrity of the space surveillance mission (e.g., SPADOC (Space Defense Operations Center), JMS (JSpOC (Joint Space Operations Center) Mission System); enterprise systems (e.g., Communications Processing System (CPS), GCNM (Ground Communications Network Modernization), and other mission system communication systems); strategic missile warning mission (e.g., missile warning radars, Space Based Infrared System (SBIRS), Correlation Centers, Forward Users, the National Military Command Center (NMCC), the Missile Analysis and Reporting System (MARS), and the Mobile Ground System (MGS)). In addition the Command requires technical support to maintain integrity of the theater missile warning mission (e.g., the Joint Tactical Ground Stations (JTAGS), Tactical Detection and Reporting (TACDAR), and the Missile Defense Space Warning Tool (MDST)) and to provide compliance testing and evaluation of Advanced Data Communications Control Procedures (ADCCP) protocol used within the ITW/AA System. Lastly the Command requires database and network/systems administration of the local data warhouse environment.


Job Duties: The contractor shall be responsible to support the USSTRATCOM/J65 with the following:
• Support Mission Objectives (System Certificaiton, Protocol Testing, Tech Performance Evaluation, Air & Missile Def Operational Test Suite and Sys/Network Admin) ensuring all tasks are met.
• Document Review-Review Development Test and Evaluation (DT&E) and Operational Test (OT) plans and procedures, Test Objective Worksheets (TOWs), other test documentation, and various requirements documents (e.g., Operational Requirements Document (ORD), Capabilities Design Documents (CDD)) for determination of impact to the technical integrity and sufficiency of system requirements verification of the ITW/AA, SSA and TES systems.
• Review systems deficiency reports, as they occur, monitor trend analysis and identify certification/integrity issues.
• Evaluate scenarios and simulations designed to test the SSA, TES and ITW/AA systems as required by the Government.
• Test Preparation-Attend test-related meetings ensuring test methods and scenarios are adequate to demonstrate the integrity of the ITW/AA, SSA and TES systems ensuring no degradation.
• Participate in development of simulation requirements as required by the Government. Identification of data reduction and recording requirements shall be provided for the appropriate sources and users within the ITW/AA, SSA and TES systems.
• Test Support-Attend test events as identified by the Government. These events will include pre-test briefs, actual tests and post-test briefs.
• Provide Quick Look Evaluation Reports for discussion of abnormalities, correct processing and planned retest dates while notifing the Government/ COR verbally of the results at the conclusion of the tests.
• Test Data Collection and Analysis-Analyze data from various system tests and identify data collection requirements to the Government.
• Utilize the Air and Missile Defense Operational Test Suite (AMDOTS) system to expedite analysis and in near-real-time to assist development teams in the correction of anomalies.
• Technical Support-Attend ITW/AA, SSA and TES design reviews, Integrated Product Team (IPT) meetings, Integrated Test Team meetings, status, and/or working group meetings to provide technical support to the government certification team.
• Identify any potential certification issues to include analysis of proposed design, test capability, redundancy and any other issues that might affect certification of the system verbally during the meeting.
• USSTRATCOM/J65 Technical Performance Evaluation (TPE) Program- Plan, coordinate, execute, and analyze data from, and report on, ITW/AA, SSA and/or TES end-to-end technical performance for USSTRATCOM/J65 in accordance with SI 535-04 and provide periodic simulation media requirements and technical reviews.
• Air Missile Defense Operational Test Suite (AMDOTS)- Work with various organizations to install, administer, and maintain Remote Monitoring Units (RMUs) to support automated data collection and retrieval for the AMDOTS Data Warehouse, set up, configure and support internal and external networks; continue to develop and maintain all systems, applications, security and network configurations; troubleshoot network performance issues; identify potential problems and provide recommendations to resolve those problems.
• Protocol Testing and Compliance- Maintain the Communications Test Unit (CTU) by developing software to maintain the CTU.
• Determine protocol compliance of Advanced Data Communications Control Procedures (ADCCP) handlers in ITW/AA, SSA and any other mission sets in accordance with the governing standards or interface control drawings.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Have extensive experience in computer science, engineering, space systems management, communications, mathematics, physical sciences, physics, space operations, systems engineering, engineering management, systems management, systems analysis or extensive experience with studies in related fields, including strategic studies.
• Have extensive experience in planning, operations, analytical studies, or systems development related to military space programs, simulations and systems.
• Have a combination of intermediate level (5 years or more) experience in the ITW/AA, SSA and TES systems.
