USSTRATCOM Global Intelligence, Surveillance and Reconnaissance and Space Division (J84) is responsible for Global Sensor Integration on Networks (GSIN) functional management. GSIN was initiated to expose sensor data across the mission areas of Missile Defense, Missile Warning, Space Situational Awareness (SSA), and Intelligence, Surveillance, and Reconnaissance (ISR). Provide support to USSTRATCOM/J84 as required in developing current and future GSIN initiatives. Also provide services for financial management, review and analysis, acquisition, systems engineering, technical expertise and technical support for the functional manager, planning and operations research analysis for developmental program tasks in support of the GSIN project. Deliver Advisory and Assistance Services (A&AS) to complete all tasks and provide services for financial management, systems engineering, acquisition, analysis, technical expertise, and technical support for the functional manager, and advice concerning the integration/coordination of GSIN initiatives.


Job Duties: Support USSTRATCOM J84 with GSIN support with the following:
• Provide assistance in tracking, updating, monitoring, modifying and recommending changes to the commitments, obligations and expenditures of Operations and Maintenance (O&M) funds for the J84 Functional Manager (FM).
• Support the J84 FM in monitoring the status of O&M funds for various efforts for the current fiscal year.
• Prepare modification requests to J84 O&M funds when adjustments to the budget are required, provide comments/recommendations for handling unfunded requirements, and prepare financial analyses documentation on impact of funding cuts, initiatives, and disconnects as well as provide direct support for DoD directed financial reports.
• Provide all the services necessary to track data, cost estimating, financial analysis and financial reporting for O&M funds while maintaining proficiency with fiscal and appropriations laws.
• Possess an understanding of Planning, Programming, Budgeting and Execution (PPBE) processes- a PPBE waiver will be required.


Requisite Personnel Qualifications:

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Previous DoD Acquisition/Program Management Experience.
• Possess a minimum of 12 years' experience working DoD IT-related programs.
• Possess knowledge of acquisition policy (e.g., DoD 5000,), DoD and USSTRATCOM initiatives (e.g., Global Information Grid (GIG), Net-Centric Operations, Net Centric Enterprise Services (NCES),), Command and Control Battle Management and Communications (C2BMC), Combatant Commander's Command and Control System (CCIC2S), and collaborative technologies (e.g., web services architectures).
• Possess a minimum of 5 years' experience in the creation and implementation associated with the Plan of Action and Milestone (POA&M) process.
• Possess expertise with National-level Command and Control (C2) Systems.
• Possess a minimum of 12 years' COCOM and Service-level experience (e.g., Army, Air Force, Navy, or Marines) leading and performing analysis supporting Joint Capability Integration and Development Systems (JCIDS).
• Ability to obtain the PPBE waiver from the Office of the Secretary of Defense (OSD).
• Possess an understanding of the roles and relationships of COCOMs, Joint Staff, Office Secretary of Defense, combat support agencies and other relevant United States Government (USG) departments, agencies, and organizations.
• Possess a minimum 12 years' experience and expertise with high level organizations within the DoD and other USG agencies.
• Possess proficiency in Microsoft Office products.
