USSTRATCOM Global Intelligence, Surveillance and Reconnaissance and Space Division (J84) is responsible for Global Sensor Integration on Networks (GSIN) functional management. GSIN was initiated to expose sensor data across the mission areas of Missile Defense, Missile Warning, Space Situational Awareness (SSA), and Intelligence, Surveillance, and Reconnaissance (ISR). Provide support to USSTRATCOM/J84 as required in developing current and future GSIN initiatives. Also provide services for financial management, review and analysis, acquisition, systems engineering, technical expertise and technical support for the functional manager, planning and operations research analysis for developmental program tasks in support of the GSIN project. Deliver Advisory and Assistance Services (A&AS) to complete all tasks and provide services for financial management, systems engineering, acquisition, analysis, technical expertise, and technical support for the functional manager, and advice concerning the integration/coordination of GSIN initiatives.


Job Duties: Support USSTRATCOM J84 with GSIN support with the following:
• Provide system engineering and technical management support for GSIN development, with respect to data capture, data schema, data transfer (communication networks), data display and data manipulation (correlation services).
• Support risk identification and recommend actions to minimize risk in support of GSIN program initiatives which include systems engineering, development, test and evaluation and programmatic support to ensure the integration of GSIN data services with relevant programs of record (e.g. ISPAN or SKIWeb).
• Provide support for analysis and integration of data from programmatic, engineering, test and evaluation, configuration and data management, and logistics functions and synthesis of data to present project status, long range plans, and program accomplishments in relation to GSIN program objectives.
• Provide input and recommendations for developing recommended program schedules and developing and providing advice for schedule assessment techniques.
• Provide input, recommendations, and preparation for comprehensive plans/ documentation IAW the DoDD 5000 series and all acquisition streamlining reform initiatives.
• Perform detailed Mission analysis and research using all available sources of classified and unclassified information.
• Logically assimilate and de-conflict collected GSIN data to ensure information accuracy and ease of access to all authorized personnel.
• Support the coordination of lessons learned, results and conclusions with relevant organizations, including: Joint Forces Component Commands (JFCCs), Joint Task Forces (JTFs), COCOMs, the Missile Defense Agency (MDA) and non-DoD agencies.
• Provide scheduled and ad hoc briefings and point papers on GSIN.


Requisite Personnel Qualifications:

Qualifications:
• Previous DoD Acquisition/Program Management Experience.
• Possess a minimum of 12 years' experience working DoD IT-related programs.
• Possess knowledge of acquisition policy (e.g., DoD 5000,), DoD and USSTRATCOM initiatives (e.g., Global Information Grid (GIG), Net-Centric Operations, Net Centric Enterprise Services (NCES),), Command and Control Battle Management and Communications (C2BMC), Combatant Commander's Command and Control System (CCIC2S), and collaborative technologies (e.g., web services architectures).
• Possess a minimum of 5 years' experience in the creation and implementation associated with the Plan of Action and Milestone (POA&M) process.
• Possess expertise with National-level Command and Control (C2) Systems.
• Possess a minimum of 12 years' COCOM and Service-level experience (e.g., Army, Air Force, Navy, or Marines) leading and performing analysis supporting Joint Capability Integration and Development Systems (JCIDS).
• Ability to obtain the PPBE waiver from the Office of the Secretary of Defense (OSD).
• Possess an understanding of the roles and relationships of COCOMs, Joint Staff, Office Secretary of Defense, combat support agencies and other relevant United States Government (USG) departments, agencies, and organizations.
• Possess a minimum 12 years' experience and expertise with high level organizations within the DoD and other USG agencies.
• Possess proficiency in Microsoft Office products.
