USSTRATCOM assumed a broad range of Intelligence, Surveillance, and Reconnaissance (ISR) roles and missions under the President of the United States (POTUS) Unified Command Plan which directed assumption of Global ISR management. USSTRATCOM is responsible for planning, integrating, and coordinating ISR in support of strategic and global operations and advocating for ISR capabilities. The JFCC-ISR supports oversight and management of the DoD ISR and associated PED enterprise by developing and synchronizing global ISR plans and allocation strategies to satisfy combatant command and national requirements. USSTRATCOM/JFCC-ISR requires Advisory and Assistance Services (A&AS) contractor support to plan, integrate, and coordinate ISR in support of both combatant command and national operational and intelligence requirements. Synchronizes strategy and planning to integrate DoD ISR resources to satisfy high priority combatant command (CCMD), DoD, and National requirements. Supports requirements include aspects of intelligence (ISR) planning, collection management, global force management, ISR assessments, and ISR advocacy. DoD ISR includes manned and unmanned airborne, space-based, maritime surface and subsurface, and ground sensors and systems. Performs all planning, development, coordination, implementation, and analysis of the mission to meet USSTRATCOM ISR roles and responsibilities.


Job Duties:
Support USSTRATCOM JFCC-ISR with support through the following:
• Support the development and staffing of the DoD's annual global ISR allocation plan (GFMAP) and sourcing recommendations in response to emergent/short-notice request for DoD ISR forces (RFFs).
• Support ISR Integration through interaction with the Combatant Commands, the Services, Joint Staff, Intelligence Community, and numerous other DoD and civilian agencies to respond to DoD taskings and Request For Information (RFI) on ISR capabilities and processes.
• Support the quarterly Global Force Management Board (GFMB).
• Provide Intelligence and ISR Planning Support through the Joint Planning and Execution Community (JPEC) by developing and reviewing deliberate (contingency) and combatant commander campaign plans.
• Support the development and implementation of USSTRATCOM and JFCC-ISR campaign and campaign support planning processes.
• Coordinate and evaluate ISR activities across all campaign plans. Identify risk, develop mitigation strategies and develop recommendations for reprioritization and realignment.
• Allied and Partner (A&P) Integration Support; Providing policy and planning through the assistance of USSTRATCOM and DoD in developing comprehensive policies, strategies and plans supporting the integration of specified allied and partner ISR forces and capabilities in support of global and regional missions.
• Execution Support through the development and implementation of A&P ISR integration procedures related to force planning, collection management and tasking, operational mission management, exploitation and reporting, performance assessment, technical interoperability and combined ISR training.
• Support to A&P Engagement by providing subject matter expertise and technical assistance to various engagement forums with select allied and partner nations to include, conference preparation, development of supporting materials and preparation of briefings.
• Provide subject matter expertise to A&P engagement efforts involving manned and unmanned ISR platforms, forces and supporting PED capabilities.


Requisite Personnel Qualifications:

• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess at least nine (9) years of demonstrated relevant experience, preferably 20 years, in Joint-ISR planning and operations.
• Possess a minimum of nine (9) years experience, preferably 20 years, in developing ISR strategies and plans to effectively integrate ISR capabilities with theater operations.
• Have experience integrating disparate ISR platforms/sensors across Services and domains (both airborne and NTM).
• Possess at least nine (9) years experience, preferably 20 years, in staffing, communication, and coordination efforts across Combatant Commands, Services, and the interagency.
• Possess at least nine (9) years, preferably 20 years, experience in analyzing, reviewing, producing, disseminating, and publishing formal documentation (briefings, memoranda, instructions, etc.) with regards to ISR or with ISR implications.
• Have experience in JFCC-ISR functions to include;
o OLYMPIC TITAN orders
o SRO Book
o Global Force Management (GFM) ISR Sourcing Recommendations
o Global ISR Conference briefs
o Global ISR Laydown (and ISR Common Operational Picture)
o ISR Operational Assessments (quantitative and qualitative)
o ISR Capability & Advocacy Studies (e.g. High Altitude Transition Assessment)
