The Joint Information Warfare Center (JIOWC) is the Joint Staff's Center of Excellence for Information Operations (IO). The Center provides direct support to the Combatant Commanders (CCs) and their appointed subordinate commanders in the planning and execution of IO. Provide Advisory and Assistance Services (A&AS) and expertise to assist with entering briefing/debriefing data for individuals, as well as performing query audits, Write Once Read Many (WORM) management, mail management, system backups, user account management, system diagnostics through the internal management of databases, as well as network connectivity and security requirements of the IJSTO system. The contractor shall use current doctrine, publications, and coordination with other responsible organizations involved with JIOWC as a basis for advisory and assistance planning and support.


Job Duties:
• Assist with the development, maintenance and enforcement of Integrated Joint Special Technical Operations (IJSTO) policies and procedures while providing assistance with the systems administration of the IJSTO workstations.
• Assist with the network administration of the IJSTO network environment and basic Terminal Area Security Officer (TASO) and Data Mover duties of other systems.
• Maintain all local JIOWC IJSTO equipment, provide remote troubleshooting assistance for geographically separated subordinate organizations, maintain and manage local JIOWC and subordinate organization user accounts.
• Conduct IJSTO security briefings and debriefings and maintain the IJSTO database while monitoring user activities to verify compliance with STO program office published security policies and procedures.
• Prepare and submit position access requests required for JIOWC and subordinate organization STO access; Maintain a database of all access requests; Verify accuracy of on-line STO databases as they relate to JIOWC and subordinate organization IJSTO users; and Submit changes and corrections to STO security and administrative oversight personnel offices.
• Prepare and submit requests for additional positions to the Contracting Office Representatives (COR) as necessary; Track status of all such requests; and Coordinate with security and administrative oversight personnel offices to ensure requests are processed.
• Maintain STO network environment equipment (e.g. TACLANE and KIV encryption devices, PROMINA multiplexers, Switch/Routers, etc.) by providing expertise and support to subordinate STO sites with constant monitoring of communication lines to ensure connectivity and troubleshoot if needed.
• Maintain and improve efficiency with software packages on the IJSTO system (e.g. Microsoft Office Suite, Adobe Acrobat, email applications, Adobe Photoshop, scanner applications, database applications, and other unique programs) by providing expertise and support to other users, documenting their concerns and coordinating with IJSTO community for resolution.
• Provide support for meetings, conferences, other activities and gatherings related to JIOWC and subordinate organization STO actives consisting of the following: System configuration and operation, compilation, preparation, and/or presentation of data in graphic, tabular, oral or other medium when such data pertains to JIOWC or subordinate organization STO actions, activities, projects or assessments.
• Monitor the status of all network environment equipment and take corrective action to keep JIOWC and subordinate organization IJSTO equipment operational or restore equipment to an operational status when required; Coordinate with IJSTO maintenance personnel at the Special Technical Operations Center to perform maintenance activities and to schedule and perform IJSTO upgrades.
• Provide informal training to JIOWC IJSTO users on existing and upgraded IJSTO techniques, procedures and policies.
• Provide communications security support in the execution of all elements of the USAF Communications Security Program across the Division and JIOWC IAW the following: NISPOM; DOD Overprint; DOD 5105.21-M-1; DCID 6/4; ICD 704; DODD 5205.8/AFI 33-210, 211, 212, & 215; and AFI 33-201 V2 and to include developing and managing separate COMSEC accounts.

Qualifications:
• Possess a minimum of three (3) years of experience as Systems Administration/Security Management with demonstrated knowledge of Integrated Joint Special Technical Operations network environment for operations and maintenance and expertise in systems administration and network management.
• Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
• Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
• Knowledge of Department of Defense configuration management regulations, principles, and techniques and DoD information and physical security regulations, principles, and techniques.
• Experience working with DOD regulations related to information security (ICD 705, JAFAN 6/3, DIACAP, NISPOM, etc.).
• Experience working with IP networking, networking protocols and understanding of security related technologies including: encryption, Internet Protocol Security (IPsec), Public Key Infrastructure (PKI), Virtual Private Networks (VPNs), firewalls, proxy services, Domain Name Systems (DNS), and access-lists, fault tolerance technology and management.
• Experience with Communications Security (COMSEC) procedures and experience as a COMSEC Responsible Officer (CRO) within the last three years.
• Experience with TACLANES: knowledge of how to key and configure a TACLANE using the current software available for a TACLANE; knowledge of what each of the LED indicators mean, and what to do to troubleshoot problems; knowledge of how to change a battery and rekey.
• Experience working at a Command Agency Site with multiple components.
