The Joint Information Operations Warfare Center (JIOWC) is the center of excellence for Information Operations (IO). The JIOWC supports the Joint Staff in improving DoD ability to meet combatant command information-related requirements, improve development of information-related capabilities, and ensure operational integration and coherence across combatant commands and other DoD activities. A selectively manned Joint Chiefs of Staff Chairman's Controlled Activity, the JIOWC also 1) provides IO subject matter expertise and advice to the JS and combatant commands; 2) facilitates combatant command and Service collaborative efforts to identify and develop joint IO concepts and solutions; 3) develops and maintains a joint IO assessment framework that measures and reports performance of information-related capabilities supporting joint operations; 4) assists in advocating for and integrating combatant command IO requirements as required; and 5) assists in coordinating IO force development requirements. Select JIOWC personnel are assigned to dedicated and deployable IO augmentation teams to support the COCOMs. JIOWC's Information Technology organization (J61) oversees activities in IT security, information systems operations, and information systems development and modernization. Specialized technical expertise to support these activities is required in security certification and accreditation and continuous monitoring of national critical information systems and engineering support for data networks and telecommunications that span multiple classifications across the enterprise.


Job Duties: Provide Cybersecurity support on-site at JIOWC Headquarters to accomplish the following tasks:
• Provide advice, assistance, and facilitate the JIOWC Information Assurance Officer (IAO)/Information Assurance Manager (IAM) efforts in the accomplishment of the DIACAP process for networks, enclaves, systems, and tools on the JIOWC IT systems in support of JIOWC's goals, priorities, and objectives for all capabilities acquired, deployed, and sustained.
• Provide advice, assistance, and facilitate the JIOWC IAO/IAM efforts in the transition to the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) Assessment and Authorization (A&A) process for networks, enclaves, systems, and tools on the JIOWC IT systems.
• Assess the effectiveness of the security controls that have been implemented in the networks, enclaves, systems, and tools utilized at the JIOWC. Assessment of security controls will be accomplished through security assessments during the C&A of the networks, enclaves, systems, and tools and as part of the continuous monitoring process.
• Provide advice, assistance, and facilitate the JIOWC's IAO/IAM efforts in developing C&A packages in the Enterprise Mission Assurance Support Service (eMASS) tool on SIPRNet and the Enterprise Information Technology Data Repository (EITDR).
• Advise, assist, and facilitate the JIOWC's IAO/IAM efforts in authoring, editing, and /or updating Information System Security Plans (ISSPs).
• Provide advice, assistance, and facilitate the JIOWC's IAO/IAM efforts in authoring, editing, and /or updating Defense Information Systems Agency (DISA) system documentation (e.g. DISA Commercial Internet Service Provider (ISP) waivers).
• Provide advice, assistance, and facilitate the JIOWC's IAO/IAM efforts in maintaining the JIOWC Software License Management Program in support of the JIOWC IT Acquisition, Finance & Requirements Manager to ensure the JIOWC remains compliant with all software rules and regulations.
• Assist with software installations and provide license tracking.
• Provide advice, assistance, and facilitate the JIOWC's IAO/IAM incident response team with response management, reporting, evaluation, data recovery efforts, audits, and problem resolution.
• Provide training to security staff on all information assurance/cybersecurity policies and processes as required.
• Be responsible for keeping up to date and knowledgeable on standards for all networks that the JIOWC operates on so that they ensure all products submitted for publication are site compatible and meet current Federal, DOD, AF, JIOWC, and Intelink (JWICS, SIPRNET, and NIPRNET) standards such as the Department of Defense Intelligence Information System (DoDIIS) – Joint Security Implementation Guide (DJSIG).


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess 7 years' experience in a Cybersecurity program administration and certification and accreditation of systems.
• Possess a minimum of 3 years' experience with DoD IA Certification and Accreditation Process (DIACAP).
• Possess knowledge of and trained in the DoD Risk Management Framework (RMF) Assessment and Authorization process.
• Possess a minimum of 3 years' experience with Cybersecurity Incident Response and management.
• Possess IAT Level 1 certification per DoD 8570.01-M, Information Assurance Workforce Improvement Program, Incorporating Change 3, January 24, 2012.
• Possess the appropriate DoD-approved IA baseline certification outlined in DoD 8570.01-M, Appendix 3, Table T1.
• Knowledge of and experience in Microsoft operating systems, a wide range of standard office automation products (e.g. Microsoft Office), and web browser applications (e.g. Microsoft Internet Explorer, Firefox, Google Chrome, et al.).
