The Joint Information Operations Warfare Center (JIOWC) is the center of excellence for Information Operations (IO). The JIOWC supports the Joint Staff in improving DoD ability to meet combatant command information-related requirements, improve development of information-related capabilities, and ensure operational integration and coherence across combatant commands and other DoD activities. A selectively manned Joint Chiefs of Staff Chairman's Controlled Activity, the JIOWC also 1) provides IO subject matter expertise and advice to the JS and combatant commands; 2) facilitates combatant command and Service collaborative efforts to identify and develop joint IO concepts and solutions; 3) develops and maintains a joint IO assessment framework that measures and reports performance of information-related capabilities supporting joint operations; 4) assists in advocating for and integrating combatant command IO requirements as required; and 5) assists in coordinating IO force development requirements. Select JIOWC personnel are assigned to dedicated and deployable IO augmentation teams to support the COCOMs. JIOWC's Information Technology organization (J61) oversees activities in IT security, information systems operations, and information systems development and modernization. Specialized technical expertise to support these activities is required in security certification and accreditation and continuous monitoring of national critical information systems and engineering support for data networks and telecommunications that span multiple classifications across the enterprise.


Job Duties: Provide PKI advisory and assistance service support in the role of Local Registration Authorities (LRA's) and/or Trusted Agents (TA's) on-site at JIOWC Headquarters to accomplish the following tasks:
• Ensure the integrity and security of JIOWC data, processes, and systems and maintains the overall JIOWC PKI infrastructure and process.
• Responsible for any duties pertaining to PKI certificate issuance, certificate revocation, and assisting in key recovery as outlined in National Security System (NSS), Department of Defense (DoD), and United States Air Force (AF) certification/registration practices statements.
• Capable of operating on the Non-classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), and Joint Worldwide Intelligence Communications System (JWICS) networks.
• Operate on a workstation configured according to Section 6.5.1 ("Specific Computer Security Technical Requirements") of the "USAF Medium Assurance RA/LRA Certification Practice Statement".
• Execute certificate issuance authority under JIOWC, AF, DoD and NSS certificate policies for the entire JIOWC organization including units supported but not attached.
• Manage certificate issuance under JIOWC, AF, DoD and NSS certificate policies while maintaining compliance with all said policies.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess a minimum of 3 years' experience in public key infrastructure support and meet the requirements for Local Registration Authorities and Trusted Agents duties.
• Must meet the requirements for LRA and TA duties as outlined in National Security Systems Public Key Infrastructure DoD Registration Practice Statement, Version 6, 22 May 2013, section 5.3, "Personnel Controls."
• Possess IAT Level 1 certification per DoD 8570.01-M, Information Assurance Workforce Improvement Program, Incorporating Change 3, January 24, 2012.
• Possess the appropriate DoD-approved IA baseline certification outlined in DoD 8570.01-M, Appendix 3, Table T1.
• Knowledge of and experience in Microsoft operating systems, a wide range of standard office automation products (e.g. Microsoft Office), and web browser applications (e.g. Microsoft Internet Explorer, Firefox, Google Chrome, et al.).
