USSTRATCOM/J7 Joint Exercises and Training Directorate provides oversight and direction for the Command's joint exercise and training program and after action process. J7 integrates the myriad requirements necessary to achieve and sustain USSTRATCOM Joint Mission Essential Task (JMET) proficiency. USSTRATCOM/J7 manages Command training events, to include web-based Mission Area Training, Civilian Deliberate Development, Individual Training, On-Boarding Mission Area Training, Senior Leader Training, Integrated Mission Area Training (IMAT), and USSTRATCOM's Command exercise program. Team S4 will assist the Government to satisfy the training priorities outlined in the Commander's Guidance, support execution of the Command's Strategic Military Objectives, and enhance joint capabilities to conduct assigned UCP missions. J7 leads the Command to train the force to shape adversary perceptions and assure Allies; prevent and defeat strategic attacks; enhance DOD ability to Combat Weapons of Mass Destruction (CWMD); enhance the combat capability of the Joint Force; synchronize with and support other Combatant Commands (CCMDs); prepare for uncertainty; realize workforce professional development; and excel in Nuclear Command, Control, and Communications (NC3) tasks and associated functions.


Job Duties:
Support USSTRATCOM J7 with Training support through the following:
• Provide on-site Analysis, Evaluation, Training Assessments, and After Action Reporting support and assistance for each exercise/training event objective or real-world event.
• Develop the exercise or event Collection Management Strategy and Collection Management Plan that outlines the process and procedures for the collection of data and observations.
• Provide After Action Review (AAR) observer/trainer personnel to participate during exercise conferences and exercise events.
• Observe, document, and gather observations and issues during exercises and events; facilitate after action reviews during and following the exercise or event; analyze observations to collate into command actionable issues, and produce/publish reports outlined in Strategic Command Instruction 509-1, After Action, Issue Solution/Resolution, and Lessons Learned Program.
• Prepare validated lessons learned from past exercises or events for dissemination.
• Serve as the Division Task Management Tool (TMT) expert and responsible for creating TMT tasks for staffing throughout Command relating to Analysis, Evaluation, Assessment, and After Action issues.
• Vet and disseminate reports and tracking/monitoring issues for validation/resolution into the next exercise or event life cycle.
Assist with administration of the Joint Lessons Learned Information System (JLLIS) for USSTRATCOM, Components, and Task Forces and input validated Lessons Learned into the JLLIS while supporting the following:
• Manage user accounts, events, binders, Communities of Practice, and assist Command Lesson Managers to submit JLLIS Observations and Issues.
• Command lead for publication, release, and management of collected issues within JLLIS.
• Maintain historical database of issues for trend and capability gap analysis.
• Plan and conduct JLLIS training for users and Command Lesson Managers.
• Assist with administration and maintenance of the SharePoint site and provide expertise with SharePoint Content Management, Microsoft Office productivity software to include OneNote, Excel, Word, and PowerPoint.
• Complete scheduling requests and coordinate conference rooms; coordinate Senior Leader participation, and coordinate connecting geographically separated Senior Leaders via JWICS VTC during USSTRATCOM's event Hotwash.
• Identify and report strategic and operational shortfalls or vulnerabilities that inhibit the Commander from achieving stated task standards or mission capabilities and prepare and present briefings to report the shortfalls.
• Observe Integrated Mission Area Training scenarios (IMATs); analyze data; develop and produce IMAT Summary Reports


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Must have at least 5-12 years' of demonstrated relevant and recent experience.
• Must possess experience at the operational level and have an understanding of STRATCOM Instruction 509-1, After Action, Issue Solution/Resolution, and Lessons Learned Program.
