USSTRATCOM/J7 Joint Exercises and Training Directorate provides oversight and direction for the Command's joint exercise and training program and after action process. J7 integrates the myriad requirements necessary to achieve and sustain USSTRATCOM Joint Mission Essential Task (JMET) proficiency. USSTRATCOM/J7 manages Command training events, to include web-based Mission Area Training, Civilian Deliberate Development, Individual Training, On-Boarding Mission Area Training, Senior Leader Training, Integrated Mission Area Training (IMAT), and USSTRATCOM's Command exercise program. Team S4 will assist the Government to satisfy the training priorities outlined in the Commander's Guidance, support execution of the Command's Strategic Military Objectives, and enhance joint capabilities to conduct assigned UCP missions. J7 leads the Command to train the force to shape adversary perceptions and assure Allies; prevent and defeat strategic attacks; enhance DOD ability to Combat Weapons of Mass Destruction (CWMD); enhance the combat capability of the Joint Force; synchronize with and support other Combatant Commands (CCMDs); prepare for uncertainty; realize workforce professional development; and excel in Nuclear Command, Control, and Communications (NC3) tasks and associated functions.


Job Duties: Support USSTRATCOM J7 with Joint Exercise Planning &Training support in one or more of the following expertise areas:
- Strategic Deterrence - function as the expert on Strategic Deterrence with emphasis Emergency Action Procedures of the Chairman of the Joint Chief of Staff (EAP-CJCS) and Command USSTRATCOM Emergency Action Procedures (EAP-STRAT)
- Space Operations - function as the expert on Space Operations
- Global Strike – function as the expert for Analysis and Targeting for Global Strike.
- Joint Electronic Warfare; Intelligence; Surveillance and Reconnaissance; Combating Weapons of Mass Destruction and Missile Defense function as an expert to support one or more of these operations
- US Government Interagency - function as the expert for US Government Interagency functions and processes.
- Special Technical Operations (STO) – provide expertise as the USSTRATCOM's functional expert for all STO operations.
Information/Knowledge Manager (IM/KM) - provide expertise on the latest theories, best practices, and trends regarding effective management and security of information related to the J7 exercises; design, develop, and maintain exercise SharePoint portals and web sites; and coordinate with other DOD organizations to establish and implement information management/knowledge management exercise requirements.
General requirements for all positions:
• Responsible to develop and manage the Joint Master Scenario Event List (JMSEL) for each exercise; collaborate the JMSEL database with users; oversee Master Scenario Event (MSE) development by Trusted Agents (TA) personnel to meet exercise objectives and requirements; and monitor the overall JMSEL database during exercises.
• Will be the Subject Matter Expert for the JMSEL program, providing technical support to users, serving as individual exercise JMSEL Database Manager, and providing recurring training for Command, Component, and Task Force (TF) JMSEL users or TA.
• Provide on-site support and assistance to plan, develop, execute, and analyze joint exercises, primarily USSTRATCOM's GLOBAL THUNDER and GLOBAL LIGHTNING series and any other new JEP event directed by the Commander.
• Develop, coordinate, and manage the plan of action and milestones (POA&M) to track key actions and deliverable dates for each designated exercise Joint Event Life Cycle (JELC).
• Provide for each exercise, assistance with the planning, coordination, and conference support for the Concept Development Conference (CDC); Initial Planning Conference (IPC); Mid-Planning Conference (MPC); Final Planning Conference (FPC); and Master Scenario Event List (MSEL) Synchronization Conference (SYNCH).
• Chair Exercise Planning Work Groups as determined by the Exercise Lead Planner and Division Chief and assist with Training Objective development; assist with the design of the exercise scenario to satisfy accomplishment of Training Objectives.
• Assist with the development of Master Scenario Events and implementers to support the accomplishment of training objectives.
• Assist with the development of Joint Exercise Control Group (JECG) architecture, manning, exercise concept of operations, equipment requirements and operation, and JECG personnel training requirements for each exercise and assist the with instruction on JECG operations.
• Assist J4 Logistics Operations Branch to develop the exercise-specific Time-Phased Force and Deployment Data (TPFDD) using the Joint Operation Planning and Execution System (JOPES) and the CDRUSSTRATCOM Standing TPFDD Letter of Instruction.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications: Mission Area Experts must have Joint Exercise Planning experience within the last 5 years in one or more of the following respective mission areas:
• Strategic Deterrence;
• Space Operations;
• Global Strike;
• Joint Electronic Warfare;
• Intelligence;
• Surveillance and Reconnaissance;
• Combating Weapons of Mass Destruction;
• Missile Defense and
• Information/Knowledge Management
