USSTRATCOM/J7 Joint Exercises and Training Directorate provides oversight and direction for the Command's joint exercise and training program and after action process. J7 integrates the myriad requirements necessary to achieve and sustain USSTRATCOM Joint Mission Essential Task (JMET) proficiency. USSTRATCOM/J7 manages Command training events, to include web-based Mission Area Training, Civilian Deliberate Development, Individual Training, On-Boarding Mission Area Training, Senior Leader Training, Integrated Mission Area Training (IMAT), and USSTRATCOM's Command exercise program. Team S4 will assist the Government to satisfy the training priorities outlined in the Commander's Guidance, support execution of the Command's Strategic Military Objectives, and enhance joint capabilities to conduct assigned UCP missions. J7 leads the Command to train the force to shape adversary perceptions and assure Allies; prevent and defeat strategic attacks; enhance DOD ability to Combat Weapons of Mass Destruction (CWMD); enhance the combat capability of the Joint Force; synchronize with and support other Combatant Commands (CCMDs); prepare for uncertainty; realize workforce professional development; and excel in Nuclear Command, Control, and Communications (NC3) tasks and associated functions.

Job Duties: Support USSTRATCOM J7 with Training support through the following:
• Provide training, education, and professional development opportunities to USSTRATCOM flag officers, staffs, platforms, subordinate commands, other selected commands, Allies, and agencies.
• Utilize ISD methodology (analyze, design, develop, coordinate, administer, manage, teach, and evaluate) to design, develop and deliver, and maintain currency of USSTRATCOM training, education, and professional development (TE&PD) products and courses, and incorporate accordingly using the USSTRATCOM Learning Management System (LMS).
• Plan, prepare, maintain/update, and execute command integrated missions and operations orientation events and leadership development programs.
• Provide USSTRATCOM Learning Management System (LMS) coordination and configuration management to include education and training products associated with mission training and compliance training requirements.
• Perform Command LMS Lead Administrator duties including: define and assign roles, including role responsibilities; train individuals and groups on their assigned LMS roles and responsibilities; manage (create, search, edit, delete): courses and offerings; registrations and course offerings; learner records; enrollments; transcripts; competencies; learning resources; individual development plans (IDP); certifications; catalogs, subjects and curricula; online content; continuing education; management functions and approvals; other senior administrator responsibilities required by the command selected LMS.
• Maintain overall technical configuration and infrastructure requirements, ensure standardization, and provide quality assurance of the USSTRATCOM LMS application.
• Maintain online presence for training items employing current and emerging Web standards with appropriate features and functionality for the target audience.
• Develop, design, post, edit, and maintain appropriate content on J7 directorate and division network Websites/portals in support of the command workforce development and talent management mission.

Requisite Personnel Qualifications:

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.

Qualifications:
• Possess a minimum of 3 to 5 years' experience in the identified Mission Areas of Expertise.
• Possess a demonstrated understanding of and operational experience implementing Instructional System Development (ISD) methodologies.
• Possess a demonstrated understanding of and operational experience implementing LMS administration and configuration management.
• Possess a demonstrated understanding of databases and Web development expertise with the following operational experience/skill sets: Current Web-technology; .Net; Java; Java Script; Microsoft SharePoint; and Adobe Suite.
