The United States Strategic Command (USSTRATCOM) Joint Functional Component Command for Space (CDR JFCC SPACE) requires in-depth advisory and assistance services (A&AS) in support of the mission to deliver SATCOM capabilities, as directed and ordered by USSTRATCOM and JFCC SPACE. This includes expertise in military SATCOM (MILSATCOM) and military leased Commercial SATCOM (COMSATCOM) systems for the space, control, and terminal segments, as well as Electromagnetic Interference (EMI) response, to provide technical support to the EMI requirements of the Joint Staff (JS), USSTRATCOM, USSTRATCOM components, and the SATCOM Community of Interest (COI). The focus of this contract is specific systems analyses, evaluations, interoperability, standardization, optimization, and engineering considerations. CDR JFCC SPACE conducts Space Force Enhancement on behalf of CDRUSSTRATCOM to deliver tailored space effects, including SATCOM, to authorized users in support of United States (US), US allies, and International Partners (IP).


Job Duties: Support USSTRATCOM JFCC SPACE with the following duties:
• Provide technical analysis to support contingency and non-contingency Protected SATCOM operations, planning, management, and control activities.
• Provide support for planning and managing requirements for users and payloads, encompassing legacy to future systems and requirements.
• Provide support for the development of new operational management, planning, and control systems tools. Support trend analysis activities and operational deficiency assessments in support of Protected SATCOM operations and management.
• Provide EMI support to mitigate, resolve, and recover from Protected SATCOM interference, and support EMI resolution and coordination activities.
• Provide Constellation Monitoring support for the health and welfare monitoring activities; support to mitigate, resolve, and recover from satellite anomalies; technical input in support of constellation reconfiguration activities and support to maintain contingency plans to optimize the constellation.
• Provide Documentation Analysis and Review support for the revision of plans, policies, and documentation to account for future changes in Protected SATCOM and satellite payload requirements in support of operational decisions and support for periodic review of instructions for current applicability and accuracy as changes occur to the space, control, and terminal segments.
• Provide support to assess and recommend strategic SATCOM policies and procedures for implementation by the SATCOM COI.
• Provide support for coordination activities with CCMDs and other SATCOM users to assess availability of Protected SATCOM requirements to support current and future operations, operations plans (OPLANs), contingency plans (CONPLANs), and optimization of SATCOM resources for priority missions.
Provide support to produce orders that provide oversight and direction to the Protected SATCOM COI; support to post, edit, and maintain appropriate content on the JFCC SPACE SATCOM website in support of the Protected SATCOM mission and subject matter expertise and document Tactics, Techniques, and Procedures (TTPs).


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess and/or demonstrate recent and/or relevant experience, knowledge, and training in the specific supported SATCOM area/band (e.g., Wideband SATCOM, Narrowband SATCOM, Protected SATCOM, Commercial SATCOM, and EMI).
• Possess minimum of 12 years' experience supporting SATCOM area/band operations at the COCOM or MAJCOM level. or
• Possess a minimum of 3 years' experience supporting SATCOM operations at the COCOM or MAJCOM level
