The United States Strategic Command (USSTRATCOM) Joint Functional Component Command for Space (CDR JFCC SPACE) requires in-depth advisory and assistance services (A&AS) in support of the mission to deliver SATCOM capabilities, as directed and ordered by USSTRATCOM and JFCC SPACE. This includes expertise in military SATCOM (MILSATCOM) and military leased Commercial SATCOM (COMSATCOM) systems for the space, control, and terminal segments, as well as Electromagnetic Interference (EMI) response, to provide technical support to the EMI requirements of the Joint Staff (JS), USSTRATCOM, USSTRATCOM components, and the SATCOM Community of Interest (COI). The focus of this contract is specific systems analyses, evaluations, interoperability, standardization, optimization, and engineering considerations. CDR JFCC SPACE conducts Space Force Enhancement on behalf of CDRUSSTRATCOM to deliver tailored space effects, including SATCOM, to authorized users in support of United States (US), US allies, and International Partners (IP).


Job Duties: Support USSTRATCOM JFCC SPACE with the following duties:
• Provide Technical Analysis support to develop, coordinate, and execute operating concepts to protect and defend Protected, Wideband, Narrowband, and Commercial SATCOM systems.
• Provide support to specific systems engineering studies, analyses, and activities and provide support to simulations and activities to define and optimize system interoperability, security, and standardization.
• Provide support to engage with the SATCOM COI to support EMI identification, characterization, and geographic location for current and emerging electronic warfare threats to SATCOM systems.
• Provide support to foster relationship with industry partners and other government agencies and maintain knowledge of national capabilities in support of EMI geolocation and associated resolution efforts.
• Support activities to maintain situational awareness of Protected, Wideband, Narrowband, and Commercial SATCOM capabilities available for EMI detection, characterization, and geolocation that can be employed effectively for military operations.
• Provide support to analyze new capabilities to detect, characterize, and geolocate EMI to in support of Space Operations.
• Provide planning support for SATCOM planning and requirements definition for Protected, Wideband, Narrowband, and Commercial SATCOM systems.
• Provide support to assess satellite movements, reconfigurations, and operational impacts on current and future operations and plans related to EMI effects on SATCOM operations and management.
• Provide Documentation Analysis and Review support for the revision of plans, policies, and documentation to account for EMI operations and management requirements in support of operational decisions.
• Provide support to correlate technical conclusions concerning methods for meeting EMI resolution requirements, relative costs, and advantages of alternate approaches, lead times, and support requirements; support activities to develop and review documentation as well as EMI trend analysis and operational deficiency data and recommendations as they pertain to operational management and provide support for periodic review of instructions for current applicability and accuracy as applicable to EMI resolution.
• Provide Documentation Processing support to produce documentation that provides oversight and direction to CCMDs and other SATCOM users. Provide support to post, edit, and maintain appropriate content on the JFCC SPACE SATCOM website in support of EMI activities and events and provide EMI subject matter expertise and document Tactics, Techniques, and Procedures (TTPs).
• Provide support for coordination activities with CCMDs and other SATCOM users to assess availability of SATCOM resources to support operations and optimization of SATCOM resources in response to EMI activities and events.
• Provide support to develop strategies to identify, characterize, geolocate, and mitigate non-hostile and/or hostile EMI in collaboration with the intelligence community and other COIs to ensure freedom of action in the space domain. Document and provide statistical trends and reports on EMI events related to Protected, Wideband, Narrowband, and Commercial SATCOM. Support activities to partner with commercial companies to identify EMI detection and characterization technologies and identify geolocation services to resolve EMI events. Provide support to integrate detection and characterization capabilities into a radio frequency (RF) common operation picture (COP) facilitating RF situational awareness, streamlining identification and reporting processes, and improving SATCOM interference resolution services.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess and/or demonstrate recent and/or relevant experience, knowledge, and training in the specific supported SATCOM area/band (e.g., Wideband SATCOM, Narrowband SATCOM, Protected SATCOM, Commercial SATCOM, and EMI).
• Possess minimum of 12 years' experience supporting SATCOM area/band operations at the COCOM or MAJCOM level. or
• Possess a minimum of 3 years' experience supporting SATCOM operations at the COCOM or MAJCOM level
