The Joint Information Operations Warfare Center supports the Joint Staff in improving Department of Defense (DOD) ability to meet combatant command (CCMD) information-related requirements, improve development of information-related capabilities (IRCs), and ensure operational integration and coherence across CCMDs and other DOD activities. To achieve this, the JIOWC forecasts the information environment, ensures operational coherence across the CCMDs and DOD, assists the JS and CCMDs in executing Information Operations (IO), assesses IO effectiveness, assists in the education and training of the Joint IO workforce, assists in IO force development and proponency, and makes today's IO better for tomorrow's warfighter.
The JIOWC Assessment and Studies Division (J9) provides insights to the future condition of IO, advocates for IO assessment, provides expertise for assessment, and studies and validates IO processes in order to ensure U.S. has a military IO and information-related technology advantage in future conflicts.


Job Duties: Advise and assist with design, development, maintenance, research and strategic vision in support of I Information Operations Collaboration, Assessment and Reporting System (IOCARS) and emerging joint IO and IRC assessment, reporting, knowledge management, studies, concepts, initiatives and capabilities.
• Research, assess and recommend strategic vision of the future of joint IO and IRC assessment tracking, collaboration and reporting.
• Provide software, website and cloud-based design, development, implementation and maintenance services in support of IO and IRC assessment reporting and knowledge management site(s) as required by the government.
• Collect requirements from stakeholders for development, customization, maintenance and operations of IO and IRC assessment reporting and knowledge management site(s).
- Research, recommend and implement solutions for satisfying stakeholder requirements for managing, developing, maintaining and sustaining IO and IRC activity data, reports, images, best practices and IO assessment knowledge base.
• Design, develop, document, integrate, implement and maintain IO and IRC assessment reporting and knowledge management site(s) in accordance with stakeholder requirements and applicable regulatory policies and instructions.
• Research, design, develop, document, integrate, implement and maintain software solutions for emerging joint IO and IRC assessment, reporting, knowledge management, studies, concepts, initiatives and capabilities.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM and JIOWC organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• IOCARS developers shall have in-depth knowledge and extensive experience with software development, web development and SharePoint design and development; specific experience with SharePoint Designer and InfoPath; and information architecture experience.
• Minimum 7 years' experience with planning information architecture by researching and analyzing user needs, preferences, objectives and working methods; and studying how users consume content, including data categorization and labeling.
• Minimum of 7 years' experience in software, web-based, or cloud-based design and development with specific experience with Microsoft SharePoint, SharePoint Designer and InfoPath.
• Demonstrated experience with collecting, documenting, analyzing, and implementing stakeholder software requirements.
• Demonstrated experience providing end-user customer support.
• Demonstrated proficiency writing professional, technical or government documents, specifically for software and website user guides, standard operating procedures, manuals, instructions, and other software documentation.
• Experience effectively communicating technical requirements to non-technical end- users (e.g., operations personnel), especially senior leaders.
• Demonstrated proficiency in Microsoft Office software products.
