Joint Functional Component Command (JFCC) for Global Strike (GS) Intelligence Directorate (J2)/J2T provides analysis and recommends targets in support of Commander USSTRATCOM (CDRUSSTRATCOM) and national objectives. We are to provide advisory and assistance services (A&AS) support for the development of intelligence materials and support Command targeting policies. Analysis is required to meet global strike, operational deterrence, space/counterspace and cyber mission areas by providing analysis and targeting assessments in direct support of CCMDs' deliberate planning objectives and effects. This shall include integrating non-traditional analysis, such as deterrence, cyber, behavioral/human factors, cultural, space, cyber and threat finance, as well as defining and identifying signatures for state and non-state actors to further define analytical requirements.


Job Duties: Support JFCC GS J2 at USSTRATCOM with the following:
• Analyze and produce a system perspective of the operational environment model of designated state/non-state actors who possess WMD capabilities (this includes: research and development (R&D), production, testing, storage, weaponization, delivery systems, command and control (C2), and import/export in possible or actual proliferating countries).
• Collection and integration of existing intelligence data to accurately describe the nominated target systems vulnerability and significance in the country's WMD program.
• Perform threat analyses focusing on networks and nodes of interest.
• Assemble and document all available data and fuse the information to reveal an intelligence analysis product that includes a comprehensive critical factor analysis on the target.
• Conduct electronic database and imagery search and retrieval, message retrieval and review, uncover threat assessments, identify new/emerging vulnerabilities (i.e. WMD supporting facilities) and nominate these high payoff targets (HPTs) for inclusion into relevant deliberate plans.
• Conduct all-source research and iterative communications with Interagency (IA), IC, and academia to develop an understanding of existing intelligence gaps and develop Requests for Information (RFI), Intelligence Needs (IN), Measurement and Signature Intelligence (MASINT) requirements, Human Intelligence (HUMINT) requirements, etc. to submit to appropriate agencies for collection and production.
• Conduct imagery and electronic research for mission areas to include validating and tracking reported data and writing reports on completed research, including analysis, annotated imagery, and customer feedback to support various analytical products and target materials.
• Provide intelligence, administrative and cataloguing support in the form of electronic and hardcopy folders and databases to include validating target folders and knowledge/experience using Joint Targeting Toolkit (JTT) and other relevant targeting databases.
• Support requests for production as requested by the government which may include critical factors analysis, system perspectives of the operational environment models, network/nodal analysis, overseas contingency operations analysis, target system analysis (TSA), STELLA models, and vulnerability analysis.
• Understanding of joint publications relevant to targeting and support the Joint Operation Planning and Execution System (JOPES) process and undertake methods to work within the Command's Deliberate Planning and Time Sensitive Planning/Crisis Action Planning cycle by contributing relevant intelligence information, targets and targeting information/material.
• Provide input to objectives and target development for supporting deliberate planning in the various working groups and provide input to support development of CONOPS, Intelligence Plans, and tactics, techniques, and procedures (TTPs).
• Conduct nodal analysis, weaponeering analysis, target folder preparation, target assessment, targeting and weaponeering theater support orientation, automated targeting and weapons planning systems integration, crisis operation support, combat assessments and information operations analysis in support of USSTRATCOM.

• Conduct analysis on telecommunications, computer networks, hardware, software and interfaces, provide support in the analysis of national telecommunication infrastructures.
• Provide analysis of the relevance of the telecommunications structure to an adversary's WMD program for infrastructures to include Public Switched Telephone Networks (PSTN), Public Land Mobile Network (PLMN), international gateways, satellite communications (SATCOM) stations, dedicated networks, Supervisory Control and Data Acquisition (SCADA), digital and analog networks, and closed networks.
• Provide input into Command targeting practices, procedures, doctrine, conferences, policies, and Command positions while documenting targeting processes, Command target vetting processes, development and maintaining joint target list for command, shape training objectives, chair Target Development Working Group to include documenting meeting minutes, and develop standardized information standards for entities.
• Perform all aspects of GI & S support activities to include geospatial requirements management, database maintenance, customer coordination and technical staff work.
• Apply knowledge of National Geospatial-Intelligence Agency (NGA) and Naval Oceanographic Office (NAVO) standardized cartographic and mapping products and procedures for identifying and submitting production requirements.
• Assist with posting, editing, and maintaining appropriate content on SharePoint, Modernized Integrated Database/National Production Workshop, Wiki pages and the Directorate's network websites/portals in support USSTRATCOM mission. Manage user accounts and permissions.
• Provide training support to USSTRATCOM by developing lesson plans for use in training assigned military and civilian personnel on topics related to mission essential areas while conducting training/ mentoring sessions of short duration at the request of the customer and schedule training, monitor individual training status/maintain training records, and follow up as required.

Qualifications:
• Possess at least five (5) years of demonstrated relevant experience all source intelligence analysis and targeting.
• Minimum of 5-12 years intelligence analysis/production experience.
• Extensive knowledge of the Intelligence Community (IC), capable of delivering senior-level intelligence briefs, ability to identify indicators, apply analytical methodologies, create analytical assessments, develop Priority Intelligence Requirements (PIRs)/ Enemy Courses of Actions (ECOAs), draft collection requirements/Requests for Information (RFIs), and develop targeting folders in support of Combatant Command deliberate, contingency, and planning process.
• Knowledge and experience with developing, reviewing, and coordinating Command Intelligence Planning support ECOAs, OPLAN intelligence, target materials, and Special Technical Operations annexes, Intelligence Task Lists, Electronic Target Folders (ETF), Early Identification (EIDs) and related documents prescribed in associated and relevant National Level, CJCS, and DoD planning guidance.
• Possess computer technical knowledge, experience in strategy, exercise design, training; and knowledge of deterrence theory planning, operations, and intelligence/ targeting background.
