Operating synergistically, the United States Strategic Command (USSTRATCOM) Global Operations Center (GOC), Commander's Situation Room (CSR), and GOC Battle Deck enable execution of the Command's Campaign Plan. From these facilities, the Commander (CDR) can employ the organization's resources, activities, and procedures thereby satisfying operational mission responsibilities. The GOC is the Command's twenty-four hours a day/seven days a week (24/7) nerve center. USSTRATCOM requires advisory and assistance services support to execute life cycle management, engineering, and integration of required systems into the GOC and other C2 systems. This includes the new C2 Facility as well as the GOC and associated operations and support centers. To this end, USSTRATCOM will integrate space programs, ballistic missile defense, global strike, deterrence, global network operations and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements.


Job Duties: Support USSTRATCOM GOC with the following:
• Provide Configuration Management (CM) support by providing administrative and technical services required for supporting GOC activities with tasks associated with overall CM including processes, activities and system changes.
• Perform analyses and provide recommendations regarding the incorporation of new capabilities into the CM repository (maintenance of the CM repository as a whole), and improvement of the CM process.
• Oversee all changes which must be monitored and evaluated for overall impact to the baseline and control of systems.
• Maintain continuous control of GOC C2 baseline systems throughout their life cycle; preserving and enhancing the integrity of baseline systems and their functional capabilities; and assisting in achieving maximum operational mission effectiveness at the lowest total life cycle cost, while meeting design, performance, schedule, logistics support requirements, et al.
• Assist the government in developing and maintaining current master change documentation, drawings, technical manuals and associated data, databases, and operational software for the CM repository.
• Develop and process Engineering Change Requests (ECRs) in accordance with the USSTRATCOM C2 Systems CM Plan and data entries which are to be performed for each of the databases to maintain their currency.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Have a Computer Science / Software Engineering degree with experience appropriate for this level (12 years' experience, Master's Degree or equivalent expertise).
• Possess drafting technical training and a minimum of six years' experience in drafting with related technical service, CM, and repository maintenance, with overall N2C4 systems/sub-systems and related supporting systems experience.
• Possess 6 years of experience) and the necessary technical and training qualifications with experience and skills with CJCS instructions, manuals, and nuclear Emergency Action Procedures (EAPs).
• At least six years Installation, Integration and Test (IIT) / technical services experience providing overall technical services for operation and maintenance of N2C4 systems/sub-systems and related supporting systems.
