Operating synergistically, the United States Strategic Command (USSTRATCOM) Global Operations Center (GOC), Commander's Situation Room (CSR), and GOC Battle Deck enable execution of the Command's Campaign Plan. From these facilities, the Commander (CDR) can employ the organization's resources, activities, and procedures thereby satisfying operational mission responsibilities. The GOC is the Command's twenty-four hours a day/seven days a week (24/7) nerve center. USSTRATCOM requires advisory and assistance services support to execute life cycle management, engineering, and integration of required systems into the GOC and other C2 systems. This includes the new C2 Facility as well as the GOC and associated operations and support centers. To this end, USSTRATCOM will integrate space programs, ballistic missile defense, global strike, deterrence, global network operations and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements.


Job Duties: Support USSTRATCOM GOC with the following:
• Provide Project and Support Management (P&SM) services to USSTRATCOM/J614 to support the effective programmatic and process operation of the branch.
• Facilitates critical tasks involved in projecting and planning resources for the GOC while supporting, relaying and translating strategic direction for the GOC's facility, system, and operational support baseline into actionable programs, plans, and engineering projects.
• Provide programmatic planning support to USSTRATCOM/J614 including the projection of cost, schedule, and technical factors of the USSTRATCOM GOC to support USSTRATCOM/J614 management of GOC system budgets and technical refresh cycles.
• Provide support for the documentation of existing processes of relevance to the USSTRATCOM GOC's technical baseline, and shall support the improvement of those processes.
• Employ appropriate methodology for the effective tracking and monitoring of project progress with rapid and effective data management, this may include Earned Value Management (EVM) or another methodology approved by the government.
• Provide engineering services capable of planning and executing new system design and installation to encompass the entire systems lifecycle from requirements engineering, architectural development, detailed technical solutions and engineering plan development, integration planning, installation oversight, testing and operational validation, and support to the operations of the systems baseline for the GOC.
• Provide oversight for engineering services through a structured rigorous process that facilitates internal and external review for soundness of design, security considerations, maintainability, budget/schedule feasibility, and mission / operational risk.
• Oversee the identified set of engineering skill sets and areas of requiring expertise to effectively support the USSTRATCOM GOC.
• Have various programmatic, process, and information gathering/sharing requirements for functions that are accomplished by the government.
• Provide administrative and technical services required for supporting GOC activities with tasks associated with overall CM including processes, activities and system changes.
• Support the government master schedule management process with applicable activities that should be included in the GOC master schedule.
• Assist USSTRATCOM in defining survivable C2 systems requirements and analyzing system requirements.

Qualifications:
• Have an engineering degree (aeronautical, astronautical/aerospace, electrical, electronic, computer, telecommunications, et al) or Computer Science / Software Engineering degree with experience appropriate for this level.
• Diversified expertise required to work across multiple disciplines to address Facilities (Electrical, HVAC, Water/Cooling), Systems (Audio/Visual, Communications, Military-Unique, Line of Site and Satellite Radio Frequency), Security (TEMPEST, surveillance, monitoring), and Infrastructure (terrestrial copper and fiber optic layers both inside and outside plant) systems for USSTRATCOM and downward directed Higher Headquarters requirements.
• Experience performing systems management, technical engineering, and systems planning in support of the DoD's Global Information Grid.
• Experience with CJCS instructions, manuals, and nuclear Emergency Action Procedures (EAPs).
• Previous experience with engineering and technical services for N2C4 systems/sub-systems and related supporting systems.
• Experience managing operation and maintenance N2C4 systems/sub-systems and related supporting systems with emphasis on engineering, programming, and integrating audio, video, and briefing systems.
• At least two years practical expertise in project and support management with the overall operations and maintenance of N2C4 systems/sub-systems and related supporting systems with specific emphasis in overall task engineering and technical services.
