Operating synergistically, the United States Strategic Command (USSTRATCOM) Global Operations Center (GOC), Commander's Situation Room (CSR), and GOC Battle Deck enable execution of the Command's Campaign Plan. From these facilities, the Commander (CDR) can employ the organization's resources, activities, and procedures thereby satisfying operational mission responsibilities. The GOC is the Command's twenty-four hours a day/seven days a week (24/7) nerve center. USSTRATCOM requires advisory and assistance services support to execute life cycle management, engineering, and integration of required systems into the GOC and other C2 systems. This includes the new C2 Facility as well as the GOC and associated operations and support centers. To this end, USSTRATCOM will integrate space programs, ballistic missile defense, global strike, deterrence, global network operations and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements.


Job Duties:
• Support USSTRATCOM GOC with the following:
• Develop an integrated systemic, technical, operational, and programmatic model of the National Leadership Command Capability (NLCC).
• Design and develop a beta version of a software tool to assess risk; determine system reliability; estimate system availability through each phase of conflict; and evaluate the effects of other anomalies on the NLCC enterprise.
• Design and implement new Crestron control systems, touch panels, and systems interfaces where requested.
• Modify existing Crestron control systems to support the enhancement of user experience, increased features, or to affect repair/correction where required and approach the Crestron software development, test, and deployment with the rigor of any of the system or hardware projects with supporting documentation and review where required.
• Provide software engineering services to support the development of database modules utilized throughout the branch, scripts to support the automation of tasks / activities on information technology systems, and unique software applications of appropriate size / scope for the resources provided by the government to support the overall engineering, architecture, modeling and simulation requirements of the branch.
• Design and install non-secure voice and data communications, radio frequency (RF), Red Switch, and High Frequency (HF) systems and evaluate other proposed changes for mission impact and recommend schedules, procedures and other appropriate alternatives for minimizing operational impact.
• Assist in developing methodologies for Higher Headquarters directed projects and/or technical solutions to support the integration of all types of communication systems used for GOC C2.
• Provide engineering support that includes the development, design, and deployment for modem technologies i.e., IP based transport and systems technologies; and includes integration and upgrades that utilize fiber optic systems to move information into or out of the GOC C2 areas and extends to remote/external Command systems.
• Provide expertise on current communication systems to include the Defense Red Switch Network (DRSN Red and Black Switches), MILSTAR, DIRECT (Defense Injection Reception EAM Command & Control Terminal), AN/PRC-117F and G Radios.
• Have various programmatic, process, and information gathering/sharing requirements for functions that are accomplished by the government.
• Provide administrative and technical services required for supporting GOC activities with tasks associated with overall CM including processes, activities and system changes.
• Support the government master schedule management process with applicable activities that should be included in the GOC master schedule.
• Assist USSTRATCOM in defining survivable C2 systems requirements and analyzing system requirements.

• Familiarity with Joint processes, operations, and commands


Qualifications:
• Have a Computer Science / Software Engineering degree with experience appropriate for this level (12 years' experience, Master's Degree or equivalent expertise).
• Experience performing systems management, technical engineering, and systems planning in support of the DoD's Global Information Grid.
• Experience with CJCS instructions, manuals, and nuclear Emergency Action Procedures (EAPs).
• Experience with air-to-ground communications systems, and the unique senior leader communications system (SLCS) environment utilized by the CDRUSSTRATCOM, the Secretary of Defense, and President.
• Previous experience with engineering and technical services for N2C4 systems/sub-systems and related supporting systems.
• Experience in project support with operations and maintenance of N2C4 systems/sub-systems and related supporting systems with emphases on critical nuclear communications and NC2 EAM dissemination capabilities
• Experience managing operation and maintenance N2C4 systems/sub-systems and related supporting systems with emphasis on engineering, programming, and integrating audio, video, and briefing systems.
