Operating synergistically, the United States Strategic Command (USSTRATCOM) Global Operations Center (GOC), Commander's Situation Room (CSR), and GOC Battle Deck enable execution of the Command's Campaign Plan. From these facilities, the Commander (CDR) can employ the organization's resources, activities, and procedures thereby satisfying operational mission responsibilities. The GOC is the Command's twenty-four hours a day/seven days a week (24/7) nerve center. USSTRATCOM requires advisory and assistance services support to execute life cycle management, engineering, and integration of required systems into the GOC and other C2 systems. This includes the new C2 Facility as well as the GOC and associated operations and support centers. To this end, USSTRATCOM will integrate space programs, ballistic missile defense, global strike, deterrence, global network operations and global Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) requirements.


Job Duties: Support USSTRATCOM GOC with the following:
• Provide engineering services capable of planning and executing new system design and installation to encompass the entire systems lifecycle from requirements engineering, architectural development, detailed technical solutions and engineering plan development, integration planning, installation oversight, testing and operational validation, and support to the operations of the systems baseline for the GOC.
• Provide oversight for engineering services through a structured rigorous process that facilitates internal and external review for soundness of design, security considerations, maintainability, budget/schedule feasibility, and mission / operational risk.
• Oversee the identified set of engineering skill sets and areas of requiring expertise to effectively support the USSTRATCOM GOC.
• Provide the Government with analysis, integration support, and system engineering on upgraded and new National Nuclear, Command Control, Communications and Computer (N2C4) systems that are proposed or installed.
• Assess the degree to which the physical and functional characteristics of N2C4 systems might be corrupted or adversely impacted by new interfaces and capabilities being introduced.
• Assess the impact and design of these survivable C2 systems for the various platforms to include cost, design, performance, power, cooling, floor space, budget/funding requirements, reliability, maintainability, availability, and interoperability with existing infrastructure as well as integration for future technological advances along with providing recommendations for the resolution of these issues.
• Assist in evaluating proposed changes for security accreditation impacts and provide engineering required to accredit proposed new systems and upgrades in conjunction with accredited C2 systems.
• Assist Government Personnel and provide C&A, related engineering services to support this effort by providing technical support and recommendations for implementing, verifying, and validating secure architecture, design, and configuration; regulation compliance assessments; meeting and briefing support, and engineering support necessary to deploy on to the DOD Global Information Grid (GIG), or approval to operate as necessary to deploy the mission application to already accredited servers, platforms, and enclaves such as deployment or hosting on GOC or Defense Information Systems Agency (DISA) and Collateral server facilities.
• Have various programmatic, process, and information gathering/sharing requirements for functions that are accomplished by the government.
• Provide administrative and technical services required for supporting GOC activities with tasks associated with overall CM including processes, activities and system changes.
• Support the government master schedule management process with applicable activities that should be included in the GOC master schedule.
• Assist USSTRATCOM in defining survivable C2 systems requirements and analyzing system requirements.

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Have an engineering degree (aeronautical, astronautical/aerospace, electrical, electronic, computer, telecommunications, et al).
• Experience performing systems management, technical engineering, and systems planning in support of the DoD's Global Information Grid.
• Experience with CJCS instructions, manuals, and nuclear Emergency Action Procedures (EAPs).
• Previous experience with engineering and technical services for N2C4 systems/sub-systems and related supporting systems.
• Experience managing operation and maintenance N2C4 systems/sub-systems and related supporting systems with emphasis on engineering, programming, and integrating audio, video, and briefing systems.
• Possess at least Information Assurance Management (IAM) level II certification to be able to provide security certification and accreditation support for the GOC's current systems as well as for the new C2F.
• Minimum of five years' experience evaluating proposed changes for security accreditation impacts and supporting the engineering required to accredit proposed new systems on the N2C4 systems/sub-systems.
