USSTRATCOM J2 elements provide global threat intelligence and tailored assessments to facilitate decision making for planning and executing operations, actions, and activities (OAA) in the areas of deterrence, assurance, counter-proliferation, non-proliferation, and consequence management. The J2 coordinates training, development, dissemination of timely tailored products aiding identification, characterization, tracking of existing and emerging threats worldwide by fusing all-source intelligence. This work will support the architecture and integration planning tasks required to advocate for, design, develop, and provision the information technology capabilities and requirements to support the Government in coordinating, creating, and maintaining the ability to produce accurate, relevant, timely, and actionable intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), and Joint Intelligence Preparation of the Operational Environment (JIPOE) requirements levied by the USSTRATCOM planning and operations communities.


Job Duties: Support the J2 at USSTRATCOM with the following:
• Support the USSTRATCOM/J26 personnel with a future fully integrated IT architecture.
• Support the development of the intelligence mission architecture to support the National Intelligence Support Plan (NISP) to Combatant Command Operational Plans (OPLANS) directing the operational, system, and technical integration needed to ensure mission success.
• Coordinate with USSTRATCOM Command and Control Facility (C2F) Program Management Office and their system designer, Space and Naval Warfare Systems Command (SPAWAR), for development, review and validation of system architecture and deployment packages for IT systems that are utilized by the J2 in the new facility.
• Support the development of an effective interoperable Intelligence Communities' (IC) migration to the IC Information Technology Environment (IC ITE) and Joint Information Environment (JIE) architecture by shifting the focus from accessing individual military Service-specific, or organizational-specific enclaves (networks, systems, and applications) to leveraging the IC and DoD mesh of applications tied to a secure data-centric environment.
• Provide Intelligence Information Technology Architecture Support through advising and assisting the Government with optimizing the use of IT and by researching, analyzing, and documenting CCMD intelligence IT requirements.
• Provide support for determination of priorities and choices for IT solutions that satisfy CCMD Intelligence IT requirements.
• Provide IT support organizations/agencies the CCMD's operational, functional, and technical requirements in order to document required levels of their support.
• Participate in architecture development and program management forums for management of operational, technical, and IT transition issues.
• Help develop advanced concepts and activities associated with the management of technical programs; business processes; and Tactics, Techniques and Procedures (TTP) needed to drive Doctrine, Organization, Training, materiel, Leadership and education, Personnel and Facilities (DOTmLPF) improvements.
• Provide for research, analyze and make recommendations reflecting the CCMD position on the DoD's migration to the JIE and IC migration to the IC ITE.
• Provide IT support to the USSTRATCOM Campaign Plan and planning for IT architecture inclusion in OPLANS.
• Provide Intelligence Information Technology Integration Planning Support through the integration and operation of mission applications by assisting in the identification, demonstration, installation, and testing of new and/or enhanced hardware/software applications.
• Coordinate with system administration personnel to ensure user access to core analyst toolset; build and maintain a compendium of application user guides.
• Provide support to advanced technology projects the CCMD considers or is engaged in.
• Research, analyze, and make recommendations to ensure successful integration/transition of intelligence IT to the new C2F.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications: Possess more than twelve (12) years of demonstrated relevant experience and expertise with and/or education in:
Intelligence Information Technology Architecture Support:
• Development of operational and functional requirements at the CCMD level.
• CCMD and DoD Intelligence, and communication business process analysis and integration.
• CCMD and DoD processes for development, integration, and acquisition of intelligence and related technical capabilities.
• Development and validation of C4ISR/ Department of Defense Architecture Framework (DoDAF) architecture operational, capability, and system views.
• Developing and supporting development of Joint Capabilities Integration and
• Development System (JCIDS) Capability Based Assessments (CBA).
Intelligence Information Technology Integration Planning Support:
• Support to the integration and operation of mission applications; assist in the identification, demonstration, installation, and testing of new and enhanced applications.
• Support to advanced technology projects the CCMD considers or is engaged in.
• IT design as it relates to the new C2F
