This requirement is for system engineering support for the Data Integration Project Management Office, USSTRATCOM/J861. This requirement is in support of the Data Federation and Synchronization (DF&S) project for USSTRATCOM mission areas. The Office of the Secretary of Defense's (OSD) Program Decision Memorandum (PDM) III 2005 and PDM II 2006 direct and fund USSTRATCOM to incorporate distributive and data enhancements to existing nuclear command and control and mission planning capabilities. Under this direction, the USSTRATCOM DF&S project provides the ability to replicate/federate/ synchronize existing data and data services in near-real time across multiple geographically dispersed nodes on classified enclaves. Existing command and control (C2) and/or mission planning application data access components will be combined and adapted to seamlessly support node failures, disruptions in network connectivity, interruptions in service, low-bandwidth environments, etc. This enhanced data services tier becomes the foundation for distributed capabilities, which include the Integrated Strategic Planning and Analysis Network (ISPAN), Decision Support Systems (DSS) portfolio, and other national integration mandates.


Job Duties: Support USSTRATCOM J861 with the following:
• Conduct analyses, develop plans, and provide technical solutions for USSTRATCOM programs of record and projects that will serve as the basis for net-enabled migration of legacy C2 and mission planning applications to a DF&S-based, distributed mission system environment.
• Conduct integration analyses across selected mission applications and the results of this analysis will define application integration and migration strategies and plans.
• Work closely with Warfighter Mission Area program managers, and engineers to ensure synergy and consistency with other ongoing integration tasks and support similar national integration efforts as assigned by the project office.
• Participate in DF&S working meetings, technical exchange meetings and design reviews to provide technical recommendations for the DF&S architecture to support integration of C2 and mission planning applications into the DF&S infrastructure.
• Develop data service strategies, data models, data flows, design patterns, and best practices for the implementation of a distributed data services layer/tier within a DF&S-enabled enterprise environment for the re-deployment and migration of C2 and mission planning capabilities to SIPRNet, TS Collateral, and other distributed environments.
• Review selected C2 and/or mission planning applications, current and anticipated users of DSS force status/readiness, planning, and execution capability information (and how the information is used/consumed); required functionality and information needs; support provided by current applications/systems; overlaps and gaps of support between systems; etc.
• Adapt current data access components to provide a mediated data service mechanism using selected COTS products that integrate and federate existing standalone data repositories/services.
• Continue in the development of a common aggregated data service application program interface (API) for use by applications that are planned for distribution across multiple, geographically dispersed nodes in distributed environments.
• Create recommendations, strategies, and detail-level plans for data service architecture enhancements supporting a seamless integrated capability (e.g., single, distributed data services tier; common applications/presentation layer; enterprise business logic and services; infrastructure sharing/reuse where practicable, etc.) for all C2 and mission planning systems supporting re-deployment and migration to the distributed environments.
• Develop processes, plans, and methodologies for a command Data Services Support Team to design, implement, and maintain an enterprise-wide, distributed data services environment.
• Analyze and document the required mission data (syntax and semantics), underlying schemas, and relationships between sources while creating logical models, schema, and data services.
• Build DF&S prototype solutions for other USSTRATCOM, and national initiatives and Engineer, implement, deploy and provide equipment custodian support for DF&S solutions in support of USSTRATCOM, and national initiatives.

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Experience with requirements analysis, software and systems engineering, integration, and an understanding of the relationship between operational, technical, and systems architecture is essential.
• Minimum of 5 years background experience and architectural knowledge of data modeling and a working knowledge of the current components of the Enterprise Database (EDB) data model including the Command and Control Enterprise Database (C2EDB) model.
• Must have 5 years' experience and architectural knowledge of C2 execution, status, and mission planning systems.
• Have a familiarity with net-centric and net-enabled objectives/principles, and modern layered architecture methodologies and design patterns is required.
