This requirement is for system engineering support for the Data Integration Project Management Office, USSTRATCOM/J861. This requirement is in support of the Data Federation and Synchronization (DF&S) project for USSTRATCOM mission areas. The Office of the Secretary of Defense's (OSD) Program Decision Memorandum (PDM) III 2005 and PDM II 2006 direct and fund USSTRATCOM to incorporate distributive and data enhancements to existing nuclear command and control and mission planning capabilities. Under this direction, the USSTRATCOM DF&S project provides the ability to replicate/federate/ synchronize existing data and data services in near-real time across multiple geographically dispersed nodes on classified enclaves. Existing command and control (C2) and/or mission planning application data access components will be combined and adapted to seamlessly support node failures, disruptions in network connectivity, interruptions in service, low-bandwidth environments, etc. This enhanced data services tier becomes the foundation for distributed capabilities, which include the Integrated Strategic Planning and Analysis Network (ISPAN), Decision Support Systems (DSS) portfolio, and other national integration mandates.


Job Duties: Support USSTRATCOM J861 with the following:
• Continue and refine the definition of a DF&S data services implementation in a team environment and be responsible for data service engineering to include mission system application of enterprise data service methodologies, design patterns, and best practices developed in prior phases of the DF&S project.
• Participate in DF&S working meetings, technical exchange meetings and design reviews to support integration of both USSTRATCOM C2 and mission planning applications with the DF&S infrastructure.
• Conduct an exploration of selected Warfighter Mission Area applications, focusing on current and anticipated users of mission information (and how the information is used/consumed), required functionality and information needs, support provided by current applications/systems, overlaps and gaps of support between systems.
• Develop technical recommendations, strategies, and transition plans for an enhanced and seamless integrated capability (e.g., single, distributed data services tier; common applications/presentation layer; enterprise business logic and services; infrastructure sharing/reuse where practicable, etc.) for selected mission systems supporting re-deployment and migration to the distributed environments.
• Build DF&S prototype solutions for other USSTRATCOM, and national initiatives.
• Engineer, implement, and deploy DF&S solutions in support of USSTRATCOM, and national initiatives.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Experience with requirements analysis, software and systems engineering, integration, and an understanding of the relationship between operational, technical, and systems architecture is essential.
• Minimum of 5 years background experience and architectural knowledge of data modeling and a working knowledge of the current components of the Enterprise Database (EDB) data model including the Command and Control Enterprise Database (C2EDB) model.
• Must have 5 years' experience with data architectures, data analysis/modeling techniques, data service methodologies, data security policy and policy enforcement, net-centric objectives/principles, and modern layered architecture methodologies and design patterns.
• Have demonstrated performance working effectively in a team environment with government architects, chief engineers and other application designers, engineers, and integrators.
