The United States Strategic Command (USSTRATCOM) J2 Directorate maintains organic intelligence and counter intelligence capabilities to support these functions by maintaining awareness of specific threats and adversary capabilities and intent. Analysis and production results are captured in working aids, Indications and Warnings (I&W) alerts, intelligence summaries and articles, senior USSTRATCOM staff briefings, and national level databases. This requirement is to support USSTRATCOM intelligence processes critical to near-term, mid-term, and far-term efforts for the Command, components, and other Department of Defense (DoD) organizations. We will provide advisory and assistance (A&AS) tasks required to support the Government in creating, maintaining, and enhancing the ability to produce accurate and on-time current and long-term all-source intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), and Joint Intelligence Preparation of the Operational Environment (JIPOE) requirements levied by the USSTRATCOM planning and operations communities. We will advise and assist the Government on best practices for information sharing to support day-to-day operations, crises, and exercises with a focus on improving the USSTRATCOM J2 Microsoft SharePoint Portal. We will assist with improving the digital production business processes, automating the collection, organization, dissemination and archival of products within J2. The S4 team will serve as the J2 web/portal-master and assist other knowledge management representatives with developing useful SharePoint skills and techniques.


Job Duties: Support USSTRATCOM J2 with the following duties:
• Advise and assist the Government on best practices for information sharing to support day-to-day operations, crises, and exercises with a focus on improving the USSTRATCOM J2 presence in the Intelligence Community (IC) on multiple domains.
• Assist with improving the business processes, automating the collection, organization, dissemination and archival of products within the J2.
• Serve as the J2 web/portal-master and assist other Knowledge Management (KM) Representatives with developing out of the box and customized SharePoint 2010/2013 skills and techniques.
• Create and provide reviews of organization website structure that synthesizes and synchronizes J2 products so it is utilized as a major source for information sharing, dissemination, collaboration and decision making on multiple domains.
• Assist in the development of J2, Command and Intelligence Community (IC) KM initiatives, requirements, policies, procedures and guidelines for implementation throughout the J2 organization.
• Have a minimum understanding and a working knowledge of OPLANs, intelligence analysis, and intelligence dissemination in a major US Command.
• Assist in providing training and education on KM principles, policies, guidelines, etc., to the J2 workforce as well as advising other USSTRATCOM directorates and Component Commands on J2 principles, mission sets and responsibilities in relation to supporting CDRUSSTRATCOM and the Intelligence Community.
• Provide support in the pursuit of content by surveying internal customers to gather feedback and requirements.
• Assist with the refinement and implementation of the J2 KM program in order to increase awareness of KM initiatives in the Command and throughout the IC.
• Assist with creating new and updating existing USSTRATCOM Intelligence KM Enterprise Standard Operating Procedures (SOPs) and furthering of the USSTRATCOM J2 KM plan, CONOPs, Mission/Vision and any other policy/guidance deemed appropriate for furthering the J2 KM program.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Possess mid-level expertise with a minimum of five years of demonstrated relevant experience and expertise with and/or education in the following applications.
• Minimum of 5 years' experience using Highpoint, InfoPath, customized workflows, SharePoint 2010 and 2013, SharePoint Designer 2010 and 2013, HTML, JavaScript, CSS, PhotoShop, Web Expression jQuery, C#, visual basic, and visual studio.
• Demonstrate experience in improving business processes, automating the collection, organization, dissemination and archival of intelligence products.
• Possess experience in developing out of the box and customized SharePoint 2010/2013 skills and techniques.
• Possess experience and demonstrate a working knowledge of OPLANs, intelligence analysis, and intelligence dissemination in a major US Command.
• Possess experience creating and reviewing organization website structures for utilization as a major source for information sharing, dissemination, collaboration and decision making on multiple domains.
• Demonstrate experience in providing training and education on KM principles, policies, and guidelines.
