The Joint Information Operations Warfare Center (JIOWC) is the center of excellence for Information Operations (IO). The Joint OPSEC Support Element (JOSE) supports the Joint Staff's OPSEC proponent role and is responsible for providing OPSEC training, program review, planning, and survey and/or assessments to the Combatant Commands (CCMDs) and Joint Force Headquarters. As such, work under this contract shall support the Joint Staff, the CCMDs and their subordinate commands, the military services, DOD agencies, and other governmental agencies if authorized. Primary functions of the JOSE include OPSEC training, program review, OPSEC surveys and/or assessments, and planning and exercise support; all supported by open source research analysis. Services include OPSEC doctrinal and procedural advice, advocacy, and reach back support for deployed and TDY staff. The work provides the JOSE with trained and experienced OPSEC professionals to augment the JOSE staff. They will assist the CCMDs, Joint Task Forces (JTFs), military services, DOD agencies, and governmental entities as required to establish and maintain OPSEC programs and integrate OPSEC into operations, plans and exercises. They will also perform OPSEC surveys/ assessments that include analyzing threat vulnerabilities of programs and networks while assessing critical information and recommending countermeasures needed to mitigate those risks


Job Duties: Provide support for all JIOWC in the area of OPSEC Support Team Members:
Planning:
• Assist in Joint Operations Planning Process (JOPP) and Adaptive Planning and Execution (APEX) planning support to CCMDs and JTFs for crisis action, contingency, and exercise planning in support of OPSEC initiatives.
• Participate, as assigned, in regular planning working group sessions to ensure OPSEC considerations are incorporated throughout the plan and this participation may be in person or by "virtual attendance" via video teleconference, Information Workspace, NetMeeting, or other technological means.
• Review existing, or assist with the drafting of, OPSEC planning documents.
• Assist in providing training for OPSEC planning, including mobile training team (MTT) support, to the CCMDs and other DoD or U.S. government (USG) agencies as required.
Exercises:
• Attend planning conferences for joint exercises to assist in the development of realistic OPSEC scenario events and the coordination of related activities to maximize the OPSEC training objectives for CCMDs
• Attend and participate in exercises in Red, Blue or White cell capacity, as assigned
• Integrate surveys/assessments into joint exercises
• Participate in exercise after-action assessments, reporting and lessons learned generation
• Develop and maintain a computer-based database containing scripted exercise event injects
Surveys & Assessments:
• Provide threat-based OPSEC vulnerability assessments of Command and Control (C2) structures, operations plans, and organizations and recommend specific actions to correct deficiencies and assist in the implementation of those actions to improve overall OPSEC posture for garrisoned and deployed units
• Provide task organized teams to conduct OPSEC assessments and reports findings. Assessments include program review/assessment, personnel interviews, threat analysis, open source research, observations, technical vulnerability assessments, trash analysis, plans reviews and controlled adversary emulation/aggressing activities
• Perform duties of survey/assessment lead analyst responsible to a mission lead for developing and conducting a survey/assessment
• Develop, document, and maintain (or, as assigned, assist in those tasks) assessment methodologies for review and approval by the Government. Methodologies shall address all aspects of the assessment process from initial contact through incorporation of lessons learned
• Conduct OPSEC focused open source research and provide reports
• Support OPSEC focused threat analysis and provide reports
• Participate in and provide input to DOD activities designed to develop OPSEC metrics and measures of effect/impact/performance
Training & Program Review:
• Provide assistance to OPSEC Program Managers to establish or improve their OPSEC program through program review/development
• Provide assistance in conducting OPSEC training and briefings to OPSEC staffs and others within CCMDs
• Provide assistance in the development of OPSEC training modules, courses, and curricula in accordance with DOD policies, publications, and doctrine. (Where appropriate, pursue and obtain certification for said courses from appropriate organizations and agencies)
• Develop and coordinate MTT strategies to address specific CCMD needs based on unit training requests, assessments of the unit's OPSEC program, and relevant threat data
• Record videos and/or audio of OPSEC course lesson blocks to provide continuous feedback and improvement to instruction techniques and methodologies
• Provide quarterly inputs for inclusion in the JOSE Purple Dragon newsletter or other periodicals
Cyber Security & Information Assurance:
• Provide support to JOSE with working DoD cyber security, network exploitation, and/or information assurance community of interest
• Support JOSE with providing protection and availability of DoD information, information systems, and networks, particularly wireless networking
• Provide expertise with performing network vulnerability assessments with concentration on human exploitation (e.g. phishing)
General Duties Include:
• Apply scientific discipline and determine the technical guidelines, operational requirements, and evaluation standards for the JIOWC to accomplish its JOSE mission
• Assist the CCMDs, JTF commanders, Services and DOD agencies to develop defensive IO strategies with emphasis placed on improving OPSEC
• Apply specific knowledge of OPSEC and broad knowledge of IO and supporting capabilities such as intelligence, counter-intelligence, threat analysis, cyber-related operations, communications security, human vulnerability exploitation, and open source research and analysis to contribute towards the development of joint doctrine and policy
• Develop analytical approaches to integrating OPSEC initiatives/efforts into military operations and evaluating/validating implemented Defense IO strategies
• Assist with coordinating OPSEC support from military and governmental agencies such as the Interagency OPSEC Support Staff (IOSS), Service Information Warfare Centers or OPSEC Support Elements, and the Joint Staff
• Provide OPSEC-specific analytical reports to support vulnerability assessments and OSPEC program development
• Maintain currency in awareness of "OPSEC Best Practices" across the DOD. Utilize expert OPSEC knowledge to provide insightful critiques and recommendations pertaining to proposed new policies, publications, doctrine, and measures of effectiveness/performance


Requisite Personnel Qualifications:

• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.
• Must possess Level I or II expertise in presenting and developing documents, reports, and briefings for senior leadership
• Have demonstrated document editor experience in reviewing FO/GO level briefings, reports and other documents and must be highly proficient in the Microsoft Office as well as the English language – Required for one person
• Must be OPSEC generalists with broad knowledge of planning, training, program review and assessing OPSEC
• Must have demonstrated expertise in OPSEC doctrine, policy, and methods and have completed OPSE 2500 or a service equivalent
Planning:
• Demonstrated military experience and education
• Demonstrated experience with IO with emphasis on OPSEC principles
• Experience in planning of joint military operations
• Experience in joint exercises, to include scenario development and execution
• Familiarity with deployed military operations - desired
• Demonstrated proficiency in military planning software - desired
• Demonstrated experience in OPSEC planning training - desired
OPSEC Trainer:
• Demonstrated proficiency as an instructor, in both classroom and auditorium settings
• Demonstrated expertise in OPSEC doctrine, policy, and methods
• Familiarity with current OPSEC course offerings from the various services, joint, and/or interagency – desired
OPSEC Survey/Assessment:
• Significant experience working in OPSEC, Communications Security, Information Security, Physical Security, Anti-Terrorism/Force Protection, cyberspace operations, computer network operations, law enforcement, intelligence or counter-intelligence
• Demonstrated experience working on collaborative teams built of individuals from multiple organizations and backgrounds - desired
• Significant familiarity with crisis and contingency military operations at OCONUS or CONUS locations, including forward operating locations - desired
• Experience in conducting open source research and analysis - desired
• Experience in participating in CCMD or major joint exercises - desired
Cyber Security/Information Assurance (one of the following required, all desired):
• Certified Information Systems Security Professional (CISSP)
• Demonstrated experience working on cyber security, network exploitation, and/or information assurance with wired and wireless networks, systems, and devices
• Demonstrated experience performing network vulnerability assessments with concentration on human exploitation (e.g. phishing)
