USSTRATCOM/J66 is responsible for optimizing USSTRATCOM's global SATCOM employment to meet Combatant Command, Service, and Agency (CC/S/A) and international partner needs throughout the spectrum of conflict by planning, allocating, and orchestrating employment and integrity of USSTRATCOM assigned SATCOM assets for DoD. The USSTRATCOM/J66 Satellite Communications and Spectrum Management Division, provides the following: Centralized management, planning, and synchronization of Department of Defense global military satellite (MILSATCOM) and commercial satellite communications (COMSATCOM) resources including Wideband, Narrowband, Extremely High Frequency, and Polar coverage capabilities; global joint spectrum Electromagnetic Interference support; systems architecture development; and tactical and strategic SATCOM gateway oversight and configurations management. The USSTRATCOM/J66 functions as the Command's single focal point for policy development of MILSATCOM and COMSATCOM systems. The USSTRATCOM/J66 also serves as the principal office for development, negotiation and conclusion of SATCOM sharing arrangements with International Partners and Command SATCOM planning.


Job Duties: Support USSTRATCOM J66 with SATCOM Integration and Synchronization support for:
• Assist with operations analysis including collecting, analyzing, and documenting SATCOM communication requirements
• Support assessments by/for combatant commands and USSTRATCOM subordinate units
• Integrate and synchronize USSTRATCOM assessment activities
• Support assessments of SATCOM operations and OPLAN/CONPLAN SATCOM support
• Support an assessment evaluating the primary communications payload of each constellation and their reporting system's communications capability to meet normal peacetime and surge requirements per the associated OPLAN
• Provide operational analysis to support USSTRATCOM's efforts to ensure SATCOM systems are sized, deployed and optimized to meet current and future war fighting requirements
• Ensure systems are developed to leverage existing and planned transmission paths
• Enable communications planners and providers with visibility into SATCOM and related network resources for planning, implementing, monitoring, and sustaining communications support to forces within the applicable Area of Responsibility (AOR)
• Assist with integration and management of SATCOM as part of the DoD Information Networks (DoDIN) telecommunications infrastructure
• Support operations sustainment efforts to monitor the health of each spacecraft and the constellation based on system performance parameters
• Assist with integration support for the advocacy for DoD operational SATCOM matters as approved by USSTRATCOM
• Assist with representation of the DoD SATCOM community and Coordinating and orchestrating consolidated user positions with CC/S/As
• Assist with integrated, system- level planning and coordination for all SATCOM systems in support of global operations including intelligence, commercial, and allied SATCOM resources
• At least one candidate will assist with configuration management oversight for USSTRATCOM's configuration management oversight functions for DoD SATCOM, including DoD gateways and relevant portions of network policy and operations management
• Assist with SATCOM interference for the detection, identification (including geolocation), and reporting of SATCOM interference and jamming issues
• Support the development of interference and jamming resolution courses of action in conjunction with the Joint Staff, CC/S/As, and Joint Spectrum Center
• Prepare and publish procedures for the resolution of non-jamming interference with DoD and leased SATCOM services
• Prepare interference case files and foreign disclosure packages for ongoing efforts to mitigate and/or resolve SATCOM interference
• Conduct analyses to support evolving missions; perform design reviews; perform independent analysis to assess operational requirements satisfaction; identify shortfalls from apportioned SATCOM capacity and Joint Strategic Capabilities Plan (JSCP) guidelines
• Coordinate engineering analyses and other performance- related studies for currently deployed and prospective systems
• Assist with technical requirements documents and specifications, design reviews, and provide independent analyses to assess operational requirements satisfaction
• Support the Planning, Programming, Budgeting, and Execution (PPBE) process input to the USSTRATCOM Integrated Priority List (IPL), Program Review, Joint Force Readiness Review (JFRR), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Joint Requirements Capabilities Assessment, and Joint Requirements Oversight Council (JROC)
• Ensure that all shortfalls are identified from apportioned SATCOM capacity and Joint Strategic Capabilities Plan (JSCP) guidelines
• Support the participation in and the coordination of engineering analyses and other performance-related studies for currently deployed and future systems
• Assist with the development of a SATCOM system concept of operations (CONOPS) in parallel with the corresponding system Initial Capabilities Document (ICD), Capability Development Document (CDD) or Capability Production Document (CPD)


Requisite Personnel Qualifications:

Qualifications: Must have as a minimum one or more of the following qualifications:
• Possess at least five (5) years of demonstrated relevant experience with and/or education in communication principles and theory in SATCOM, access processes
• Possess at least five (5) years of demonstrated relevant experience with and/or education in one or more of the USSTRATCOM related communications and computer systems: Military Strategic Tactical and Relay (MILSTAR); Time Distribution Sub-system Pre-Processor (TDSPP); MILSTAR Communications Planning Tool- Integrated (MCPT-I); Line of sight; Land line; Defense Satellite Communications System (DSCS); Single Channel Transponder; Ultra-High Frequency Follow-on (UFO); Fleet Satellite Communications System (FLTSAT); Global Broadcast System (GBS); Integrated Broadcast Service (IBS); Teleports; DoD Gateways; Mobile User Objective System (MUOS); Advanced Extremely High Frequency (AEHF); Wideband Global SATCOM (WGS); Enhanced Polar System (EPS); Commercial SATCOM vendor operations and capabilities; Silent Sentry (SS), Eagle Sentry (ES); Standardized Process for Interference Recognition and Interference Targeting (SPIRIT); Consolidated Network Planning Software (CNPS); National Airborne Operations Center (NAOC); Airborne Command Post (ABNCP) and Distributive Command and Control (C2) Node (DC2N); Joint MILSATCOM Network Integrated (JMINI); Joint SATCOM Management and Planning System (JSMPS); Joint Integrated SATCOM Tool (JIST) or Joint SATCOM Management Enterprise (JSME)
• Possess at least five (5) years of demonstrated relevant experience in and with one or more of the USSTRATCOM SATCOM related communications and computer systems
• We are looking for at least one candidate who possess demonstrated relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference task
