USCYBERCOM is a sub-unified command subordinate to U. S. Strategic Command (USSTRATCOM). The Cyber National Mission Force (CNMF) is a USCYBERCOM Joint Force Headquarters and the U.S. military's first joint tactical command with a dedicated mission focused on cyberspace operations: to plan, direct and synchronize cyberspace operations to deter, deny, and if necessary, defeat adversary cyber actors to defend the nation. This work will provide cyber training management support to USCYBERCOM J7, update and sustain certification standards for the Cyber Mission Forces Teams, and cyber exercise planning and execution, and after action analysis and lessons learned capture for various cyber exercises. This task order includes Combatant Command Exercise support, Team Certification events, CYBER KNIGHT, CYBER FLAG, CYBER GUARD, CYBER WARGAME, and Table Top exercises.


Job Duties: Support USCYBERCOM J7 with the following duties:
• Provide technical research, analysis, and recommendations for USCYBERCOM's Lessons Learned Program to identify, track, and resolve issues impacting training, exercises, daily operations, mission readiness, and real world events in accordance with DoD Joint Policy and Processes for exercise evaluation and lessons learned
• Assist with the correlation of Task Performance Observations (TPO)
• Evaluate training proficiencies and develop a lessons learned report to include issues and key observations
• Analyze information from joint operations, cyber Department of Defense Information Network (DODIN), Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO) activities, joint training and exercises to develop timely feedback to joint operators and decision makers through validated observations and findings
• Share observations, findings, recommendations and reports without restriction to all DoD entities, including CCMDs, Joint Staff, other government Agencies, key allies and NATO partners as authorized by the Government
• Resolve Joint Lessons Learned Information System (JLLIS) issues, generating and linking issues in JLLIS, managing the Issues Resolution Module in JLLIS and preparing Action Officer (AO) Level Staffing Slides for inclusion in the Lessons Learned working Group and Workflow Management System (WMS) AO Level Staffing process
• Prepare and facilitate the Issues Resolution Board (IRB) for USCYBERCOM and STRATCOM
• Prepare and conduct monthly training for Lesson Managers (LMs) and others by presenting JLLIS training and LM orientation training and coordinating times, locations, and personnel to attend training
• Update the Lesson Managers roster (POC list) monthly
• Prepare and facilitate lessons learned support plans for exercises and missions (each lesson learned support plan and concept shall be a separate deliverable)
• Facilitate the Lessons Learned Working Group (LLWG) by preparing issues slides, facilitating discussion, identifying equities, assigning primary and coordinating responsibilities, and conducting necessary coordination to support working group members
• Update lessons learned tasks in Joint Training Information Management System (JTIMS) on a monthly basis by conducting necessary assessments of the lessons learned program and providing recommendations and updates Produce lessons learned exercise summaries from all USCYBERCOM fully supported exercises
• Generate the monthly Lessons learned roll-up


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications:
• Five (5) to twelve (12) years of experience performing cyber exercise execution support including exercise role players, exercise network support and data capture and reporting; and cyber wargame and TTX support.
• Demonstrated experience in designing, planning, executing and assessing DoD cyber exercises, TTXs and Wargames using the JELC.
• Demonstrated experience in After Action Reporting, developing Lessons Learned and capturing exercise artifacts
