USCYBERCOM is a sub-unified command subordinate to U. S. Strategic Command (USSTRATCOM). The Cyber National Mission Force (CNMF) is a USCYBERCOM Joint Force Headquarters and the U.S. military's first joint tactical command with a dedicated mission focused on cyberspace operations: to plan, direct and synchronize cyberspace operations to deter, deny, and if necessary, defeat adversary cyber actors to defend the nation. This work will provide cyber training management support to USCYBERCOM J7, update and sustain certification standards for the Cyber Mission Forces Teams, and cyber exercise planning and execution, and after action analysis and lessons learned capture for various cyber exercises. This task order includes Combatant Command Exercise support, Team Certification events, CYBER KNIGHT, CYBER FLAG, CYBER GUARD, CYBER WARGAME, and Table Top exercises.


Job Duties: Support USCYBERCOM J7 with the following duties:
• Provide Cyber exercise specific target support in the form of models, simulations, and laboratories (labs) to simulate exercise targets (e.g. Industrial Control Systems) supporting Opposing Force (OPFOR) and Blue team activities and training objectives
• Integrate all models, simulations, and/or labs and the same shall be interoperable with the Joint Information Operations Range (JIOR) and other exercise systems, including National Cyber Range (NCR), Simulation, Training and Exercise Platform (STEP), or a Government-recognized equivalent system
• Attend exercise planning conferences as approved by the Government to determine scenario event requirements, and provide full-time SME support during the exercise event and the employment of the model, simulation, and/or labs
• Assist with target simulations and types that may change based on the exercise scenario, offer different levels of fidelity to allow for varying degrees of realism in target simulation, and support multiple network classification levels (i.e. SIPRNET, JWICS, NSANet)
• Develop and execute a Cyber Wargame as a series of seminar events leading to a capstone wargame
• Wargames shall be designed to determine future requirements or COAs for conducting Cyberspace operations to include tools, processes, and policies
• Objectives of the wargame are to explore potential cyber environments and impacts on cyber operations, identify policy and coordination requirements needed to operate in the cyber realm, and identify cyber tools and capabilities necessary to conduct cyber operations from Intelligence, Surveillance, and Reconnaissance (ISR) through operations to Battle Damage Assessment (BDA) in the cyber environment
• Results of the series shall provide an assessment of the cyber environment, listing of cyber capabilities, tools and supporting policies necessary to conduct cyber operations, and recommendations for how to develop and implement future requirements
• Assist with leading wargame efforts as well as providing reach-back support for specialized functional areas as needed to include: facilitation, operational cyber subject matter expertise, senior policy subject matter expertise and modeling and simulation (M&S) development expertise; and administrative and logistics support for the wargame seminars and capstone events
• Design seminar and wargame, identify participants, scenario, and associated game material and support in the areas of event planning, execution, and post event analysis
• Develop and employ a VENISM-based M&S decision support tool to map and analyze resource planning and policy decisions by participants during the wargame events on future cyberspace capabilities and tools, and event execution requirements
• M&S support shall include identification and modification of existing M&S tools to meet wargame analytical objectives and support model run analysis during the events and post execution
• Develop and execute USCYBERCOM-hosted TTXs, the subject matter of which shall be based on Command requirements and, ideally, utilize a whole-of-government approach (i.e., Department of Homeland Security, Combatant Command, Joint Staff, etc.)
• Assist with leading TTX efforts as well as providing reach-back support for specialized functional areas as needed to include: facilitation, operational cyber subject matter expertise, senior policy subject matter expertise and M&S development expertise, and administrative and logistics support for the TTX events
• Design TTX, identify participants, scenario, and associated material and support in the areas of event planning, execution, note taking, and post event analysis


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications:
• Five (5) to twelve (12) years of experience performing cyber exercise execution support including exercise role players, exercise network support and data capture and reporting; and cyber wargame and TTX support
• Recognized mastery in selection and application of IA concepts, methods and tools to develop M&S capabilities in support of cyberspace planning, operations and assessment
• Substantive and technical expertise to enable collaboration with cyber security SMEs to devise, develop and implement precedent setting M&S methodologies and tools, in support of cyberspace missions and functions
• Recognized high level of expertise to resolve disagreements among SMEs, and to appropriately represent the interests of the Command in enterprise-level working groups
• Recognized high level of expertise/knowledge regarding Industrial Control Systems and a familiarity with M&S capabilities of those systems
