This work entails the planning and integration tasks required to advocate for, design, develop, provision and sustain the information technology capabilities and requirements to support the Government in coordinating, creating, and maintaining the ability to produce accurate, relevant, timely, and actionable intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), and Joint Intelligence Preparation of the Operational Environment (JIPOE) requirements levied by the USSTRATCOM planning and operations communities. The focus of this work is to ensure that the J2 has functional and reliable Information Technology (IT) capability and tools to support timely processing, exploitation, collaboration, production, and dissemination of intelligence. USSTRATCOM/J26 oversees the requirement to provide J2 personnel with IT systems (Hardware and Software) support and assist J2 with a future fully integrated IT architecture. This includes customer assistance with submitting service requests and remedy requests, operational checkout of audio visual equipment, for video teleconferences (VTC), Voice over Internet Protocol (VoIP), installation of Public Key Infrastructure (PKI), identifying and acquiring upgraded capabilities (applications and systems), as well as identifying and documenting system requirements for submission to various Program Offices. These tasks will require coordination with internal and external agencies.


Job Duties: Provide USSTRATCOM J26 with the following support:
• Advise and assist the Government in optimizing the use of information technology and provide research, analyze, and document CCMD intelligence IT requirements.
• Provide support for determination of priorities and choices for IT solutions that satisfy CCMD Intelligence IT requirements.
• Provide IT support organizations/agencies the CCMDs operational, functional, and technical requirements in order to document required levels of their support.
• Participate in architecture development and program management forums and collaboration for management of operational, technical, and IT transition issues.
• Contractor shall support the integration and operation of mission applications by assisting in the identification, demonstration, installation, and testing of new and/or enhanced hardware/software applications.
• Support coordinating with system administration personnel to ensure user access to core analyst toolset; build and maintain a compendium of application user guides.
• Submit and track system trouble tickets and requirements, and monitor the progress in resolving these tickets while providing the "first echelon" response to systems questions.
• Support the equipment custodians (EC) in accomplishing the duties IAW AFI 33-112.
• Support the Command and Control Facility (C2F) Program Management Office (PMO) and their system designers with assessment of the progress of integrated IT services.
• Provide research, analyze, and make recommendations to ensure successful integration and transition of intelligence IT to the new C2F. (CDRL A003, A005)
• Assist with mitigation of unforeseen problems impacting IT enclaves, networks, and integration of applications.
• Assist with the compilation and reporting of anomalies negatively affecting IT services supporting the intelligence community and devise plans of action to mitigate degradation to IT services.
Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands
Qualifications: Must have as a minimum one or more of the following qualifications:
• Possess a minimum of five (5) years of experience in developing operational and functional requirements at the CCMD level.
• Possess a minimum of five (5) years of experience in supporting CCMD and DoD Intelligence, and communication business process analysis and integration.
• Possess a minimum of five (5) years of experience in supporting CCMD and Department of Defense (DoD) processes for development and acquisition of intelligence and related technical capabilities.
• Possess a minimum of five (5) years of experience in supporting the integration and operation of mission applications; assist in the identification, demonstration, installation, and testing of new and/or enhanced applications.
• Possess a minimum of five (5) years of experience in submitting and tracking system trouble tickets and requirements.
• Possess a minimum of five (5) years of experience in devising plans of action to mitigate degradation to IT service.
