United States Strategic Command's Joint Functional Component Command for Intelligence, Surveillance, and Reconnaissance (JFCC-ISR) is located at Joint Base Anacostia-Bolling, Washington, District of Columbia. JFCC-ISR is responsible for recommending ISR allocation decisions to the Joint Staff Director of Operations through the Deputy Directorates for Regional Operations and Global Force Management in order to meet standing and emergent intelligence requirements. This work supports the full scope of ISR operations and capabilities analysis, including manned and unmanned terrestrial, maritime surface and sub-surface, airborne, and space-based sensors and systems. It includes all aspects of the associated tasking, collection, processing, exploitation, and dissemination (TCPED) and supporting architectures. The goal is to quantify and qualify the performance and effectiveness of ISR operations, force management, and the associated TCPED processes to best capture ISR collection and operational support requirements satisfaction. Assessments are focused on how ISR satisfies the intelligence collection requirements and closes gaps of intelligence needs for Geographic Command Commands and Functional Component Commands.


Job Duties: Support USSTRATCOM/JFCC-ISR with the following duties:
• ISR Collections and Operations Analysis by supporting JFCC-ISR's analysis of global ISR collection operations to establish and document the performance and effectiveness of both the platforms and sensors and the associated TCPED architecture.
• Collaborate with CCMDs, Combat Support Agency, and Intelligence Community (IC) analysts.
• Conduct analysis and assessments in support of improving operational planning, integration, and synchronization of systems to include manned and unmanned airborne, space-based, maritime surface and subsurface, and terrestrial sensors and systems coupled with TCPED associated with those systems.
• Provide ISR Collection Analysis through collaboration with CCMD, Combat Support Agency, and Intelligence Community (NIC) analysts.
• Conduct analyses and assessments in support of improving operational planning, integration, and synchronization of systems to include manned and unmanned airborne, space-based, maritime surface and subsurface, and terrestrial sensors and systems coupled with TCPED associated with those systems.
• Conduct comprehensive ISR assessments across the full spectrum of platforms/sensors and the TCPED cycle including requirements, allocation of ISR resources, and the intelligence value of resulting products.
• Perform visualization and data management services for assessment tasks, providing data in required formats and using repeatable solutions to solve data integration problems by developing or utilizing software program patch configurations, bridge concepts, or data manipulation of COTS or GOTS programs.
• Perform ISR Gaps and Shortfall Analysis through the assessment of adequacy and effectiveness of the ISR support to CCMD and Joint Staff and DOD information needs, requirements, and priorities.
• Assess the ability of Global Force Management allocated ISR assets to accomplish assigned collection in global and theater plans and operations.
• Work in collaboration with Intelligence Community (IC) and all designated mission partners conduct assessments and evaluate current ISR capabilities across the enterprise to identify gaps, shortfalls, and future risk.
• Conduct assessment support to USSTRATCOM by providing assessment support to USSTRATCOM mission areas by conducting assessments of OLYMPIC TITAN (OT), BUCCANEER TITAN (BT), and GLASS TITAN (GT) operations, including planning, operations, and value and sufficiency (gaps) of collections.
• Conduct assessments of all aspects of DOD ISR and Sensitive Reconnaissance Operations (SRO), force management and allocation/apportionment, including assessment of special/limited access program operations.
• Provide assessments Support to Intelligence Community and CCMDs by assisting DoD, Intelligence Community, and CCMDs with the development of ISR assessments methodologies and capabilities.
• Assist DoD, Combat Support Agencies, CCMDs, and USSTRATCOM entities in establishing assessment criteria within intelligence, operational, or conceptual plans for the optimal employment of ISR resources (e.g., platforms and sensors, associated TCPED, and Concepts of Operations (CONOPS).
• Support assessment of CCMD intelligence plans as they relate to ISR operations and requirements.
• Support assessment Methodology Development by developing tactics, techniques, and procedures to assess ISR performance and effectiveness.
• Provide support for identifying, documenting, and providing assessment methodology training, resources, and best practices for Collection Assessment Officers and M&S practitioners across the DoD.
• Support consolidation of assessment methodologies and best practices from across the DoD assessment communities and facilitate access to these through Assessment Communities of Interest.
• Support establishing processes for assessing and trending the efficiency and effectiveness of the DoD global ISR enterprise.
Task 2 –
• Provide ISR Data Acquisition, Management, and Analysis by supporting the JFCC-ISR Assessments Data Initiative.
• Support the Data Initiative with ISR data acquisition by identifying relevant ISR data sources, developing repeatable methods to access that data, conditioning the data for analysis, and identifying the relationships between the various data sources.
• Support the Data Initiative with management of collected ISR data sources to include regularly updating data sources at relevant intervals, backing up data, and performing regular database maintenance.
• Support the Data Initiative by using the JFCC-ISR Assessments analytic software to conduct analysis.

Qualifications:
Must have as a minimum one or more of the following qualifications:
• Minimum of three year experience military, government civilian, or contractor experience in the production of global ISR assessment documents, briefings, and findings.
• Project leadership experience is required.
• Full Proficiency with select Microsoft Suite software. (e.g., Publisher, Vizio, Project).
• Working knowledge of Arc Geographic Information System (ARcGiS) and Google Earth or other visualization tools.
• Strong written and oral communication skills to articulate requirements and procedures, convey taskings, and exchange information.
• Working knowledge of the intelligence cycle and how it relates to DoD collection operations, platforms, and sensors.
• Familiarity with IC, DoD, and global ISR intelligence disciplines (GEOINT, SIGINT, etc.); Collection Requirements Management and associated software tools, such as GIMS, PRISM, NSRP, SAVANT, etc.; and Collection Operations Management and associated software tools, such as ROME, BVI, etc.
