United States Strategic Command's Joint Functional Component Command for Intelligence, Surveillance, and Reconnaissance (JFCC-ISR) is located at Joint Base Anacostia-Bolling, Washington, District of Columbia. JFCC-ISR is responsible for recommending ISR allocation decisions to the Joint Staff Director of Operations through the Deputy Directorates for Regional Operations and Global Force Management in order to meet standing and emergent intelligence requirements. This work supports the full scope of ISR operations and capabilities analysis, including manned and unmanned terrestrial, maritime surface and sub-surface, airborne, and space-based sensors and systems. It includes all aspects of the associated tasking, collection, processing, exploitation, and dissemination (TCPED) and supporting architectures. The goal is to quantify and qualify the performance and effectiveness of ISR operations, force management, and the associated TCPED processes to best capture ISR collection and operational support requirements satisfaction. Assessments are focused on how ISR satisfies the intelligence collection requirements and closes gaps of intelligence needs for Geographic Command Commands and Functional Component Commands.


Job Duties: Support USSTRATCOM/JFCC-ISR with the following duties:
• Support JFCC-ISR's Modeling and Analysis Branch requirements utilizing JFCC-ISR designated, non-proprietary hardware and software; Modeling and Simulation will be conducted using JFCC-ISR provided tools including a physics-based ISR model, a requirements scheduling software and ISR optimization software.
• Use the Modeling and Simulation Local Area Network (MSLAN) to provide high-fidelity modeling and detailed analysis support for modeling individual and integrated systems of systems for existing, emerging, and conceptual Global ISR systems and associated TCPED.
• Provide Operations Research/Operations Analysis Support: Operate, maintain, and update, as required, hardware and software systems, databases, and methodologies to support ISR decisions.
• Provide ISR Modeling and Analysis Support to USSTRATCOM by conducting modeling of all aspects of OLYMPIC TITAN (OT), BUCCANEER TITAN (BT), and GLASS TITAN (GT) operations including planning, operations, and value and sufficiency (gaps) of collections.
• Conducting modeling of all aspects of DOD ISR and Sensitive Reconnaissance Operations (SRO) including assessment of special/limited access program operations.
• Conducting modeling of all aspects of DOD ISR force management and allocation/apportionment including special/limited access program operations.
• Provide ISR Modeling and Analysis Support to Intelligence Community and CCMDs by Assisting DoD, Intelligence Community, and CCMDs to develop ISR modeling methodologies and capabilities.
• Assist DoD, Combat Support Agencies, CCMDs, and USSTRATCOM entities in establishing modeling criteria within intelligence, operational, or conceptual plans for the optimal employment of ISR resources (e.g. sensors/platforms, associated TCPED, and Concepts of Operations (CONOPS).
• Support modeling of CCMD intelligence plans as they relate to ISR operations and requirements.
• Assist the ISR asset advocacy process with priority intelligence and operational requirements definition and data collection.
• Support ISR Modeling and Analysis Methodology Development by developing tactics, techniques and procedures to assess ISR performance and effectiveness.
• Provide support for identifying, documenting, and providing modeling and assessment methodology training, resources, and best practices for Collection Assessment Officers and M&S practitioners across the DoD.
• Support consolidation of modeling methodologies and best practices from across the DoD modeling communities and facilitate access to these through Modeling Communities of Interest.
• Support establishing processes for modeling and trending the efficiency and effectiveness of the DoD global ISR enterprise.

Qualifications:
Must have as a minimum one or more of the following qualifications:
• Ability to lead the technical subject matter experts (SMEs) in obtaining and analyzing data as input into major management decisions involving all relevant modeling and simulation (M&S) technical and application areas.
• Experience producing and reviewing quality assure analyses, technical assessments, research and other studies of modeling, simulation, and related activities.
• Proven expertise in the technology, use, and management of models, simulations, software, or M&S environments.
• Minimum of five years of modeling and simulation project leadership experience.
• Expert knowledge of physics-based, discrete event step, high-fidelity modeling with experience in detailed analysis support for modeling individual and integrated systems of systems for existing, emerging, and conceptual global ISR systems and associated TCPED.
• Minimum of five years of experience in military war game or theater campaign level modeling.
• Minimum of five years of experience in modeling and analyzing military ISR architecture, systems, and TCPED process is required.
• Full Proficiency with select Microsoft Suite software. (Outlook, Word, PowerPoint, Excel, Access).
• Full Proficiency with select Microsoft Suite software. (e.g., Publisher, Vizio, Project).
• Working knowledge of Arc Geographic Information System (ARcGiS) and Google Earth or other visualization tools.
• Strong written and oral communication skills to articulate requirements and procedures, convey taskings, and exchange information.
• Working knowledge of the intelligence cycle and how it relates to DoD collection operations, platforms, and sensors.
• Familiarity with IC, DoD, and global ISR intelligence disciplines (GEOINT, SIGINT, etc.); Collection Requirements Management and associated software tools, such as GIMS, PRISM, NSRP, SAVANT, etc.; and Collection Operations Management and associated software tools, such as ROME, BVI, etc.
