USCYBERCOM is a sub-unified command subordinate to U. S. Strategic Command (USSTRATCOM). As part of the Cyberspace Training Initiative this work entails maintaining and updating a comprehensive classroom staff level planning/training course, the Joint Network Attack Course (JNAC) and its abbreviated Mobile Training alternative, the Joint Cyberspace Operational Planners Course (JCOPC). The JCOPC is taken out to the Combatant Commands (CCMDs) in order to train larger groups near their duty location. These courses address three elements of Cyber Training, Computer Network Defense (CND), Computer Network Exploitation (CNE), and Computer Network Attack (CNA). The curriculum focuses on intelligence, operations, planning, capability development, authorities, and domestic and international laws as they apply to CNA. Recently, the curriculum has evolved to incorporate additional elements of Cyber Operations and Cyber Network Operations (CNO) to include Offensive Cyber Operations (OCO).


Job Duties: Support USCYBERCOM JNAC with the following duties:
• Responsible Subject Matter Experts (SME) for one but not more than two of the following areas: Cyber related Intel, Operations, Plans/Policy or Computer Network Operations (CNO)
• On-site authority of the course content/material for the specific area of responsibility
• Responsible for the accuracy of the course content for managing the instructors that teach in their field of expertise
• Responsible for updating course materials to keep pace with innovations and advances in technology
• Provide platform course of instruction as required to train staff level planners on the full spectrum of Cyber Operations (CNA, CNE and OCO)
• Train students in the various skills for conducting CNA planning, develop an understanding of technical versus operational terminology as well as domestic and international laws as they apply to CNA
• Address DoD and National Cyber Operational expertise to address philosophies and concepts present in Joint Publication (JP) 3.12, 3.13, and 5.0
• Proficient and provide expertise in following skill sets; Joint Operations Planning and Execution system (JOPES) planning; Intelligence Oversight; CNO terminology; Command and Control (C2) of CNA; Electronic Target Folders and their creation; vetting targets through Target Boards; Cyber Intelligence Preparation of the Environment (CIPE); CNE access, open-source Collection; Cyber Warfare Capabilities Repository (CWCR); Information Operations (IO) Range use; capability testing; technical assurance evaluations; and extensive computer network skills/understanding
• Incorporate real-world Cyber operations, reviews of classified USSTRATCOM Cyber related Operation Plans (OPLANS) and Supplemental Plans (SUPPLANS), national and DoD Cyber related policy requirements, and established methodologies for conducting network warfare


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM/USCYBERCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications:
• Experience developing, evaluating, or improving training courses or programs
• Expertise in implementing innovative methodologies that have improved the instructional design process
• Experience measuring training effectiveness
• Expertise with identifying training requirements and curriculum based on the analysis of user needs and technology evolution
• Experience implementing testing programs to assess the learner's progress toward meeting the training objectives
• Minimum of six (6) years of experience in the CNO environment
• Minimum of three (3) years of experience in curriculum development
• Minimum of three (3) years of teaching experience
• For the Computer Network Operations (CNO) SME (Only) –have experience in CNA, CND, CND-RA, and CNE
