The Joint Functional Component Commander for Intelligence, Surveillance, and Reconnaissance (JFCC-ISR), located at Joint Base Anacostia-Bolling Washington, DC executes the ISR mission responsibilities for USSTRATCOM. The JFCC-ISR supports strategic and global operations along with coordinating the deployment and employment of DOD ISR capabilities to the geographic combatant commands (CCMDs). In accordance with responsibilities and authorities outlined in the Global Force Management Implementation Guidance (GFMIG) and CJCSI 3250.01, JFCC-ISR provides global visibility and coordination of ISR forces and is the U.S. Joint Functional Manager for ISR and Principal Functional Manager for Sensitive Reconnaissance Operations. Support the planning, integration, and coordinating Global ISR mission areas currently under JFCC-ISR, including assistance with JFCC-ISR strategic, global operations and coordinating DOD ISR capabilities and employment processes. The Global ISR operations include manned and unmanned airborne, space-based, maritime surface and subsurface, and terrestrial sensors and systems utilizing state of the art web enabled information technology (IT) programs, systems, and capabilities.


Job Duties: Support USSTRATCOM/JFCC-ISR with the following duties:
• Solicit, gather, document, organize and validate functional requirements for existing and new IT systems that support Joint ISR enterprise mission management functions
• Prepare validated requirements for review, prioritization, coordination, approval and submission to approved IT systems developers for execution and implementation
• Advise and assist government representatives in the development of functional IT integration concepts and operational architectures supporting Joint ISR enterprise mission management functions as part of the ISR Decision Support Program (IDSP) and related IT programs
• Provide support to tools development and project management tasks as required to include IT resource management and prioritization, acceptance testing, feedback and socialization of new capabilities


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications:
• Minimum of five (5) years of relevant experience in assessing, working, and coordinating staff ISR operational issues
• Minimum of five (5) years of relevant experience working with the intelligence cycle and related DOD collection operations, platforms, and sensors
• Minimum of five (5) years of relevant joint or US combatant command headquarters intelligence or ISR action officer experience
• Minimum of five (5) years of relevant experience performing written and oral Communication and Coordination efforts with IT tools
• Demonstrated written and oral communication skills in developing and presenting complex written products and oral briefings for and to senior leaders at O6 and SES/GS-15 levels or higher
• At least five (5) years of relevant experience in a technical or IT related field


• At least five (5) years of experience in IT systems configuration, architectural design and engineering, systems integration
