The Operations Support and Technical Development Branch of the Mission Assurance Division provides the Commander, USSTRATCOM with a fully integrated capability to: acquire and develop tools and processes, which assist the command in anticipating, analyzing and assessing potential national, strategic and operational impacts resulting from the loss or disruption of critical systems, assets and infrastructure. This is accomplished by maintaining and evolving a comprehensive capability that supports the four categories of Mission Assurance: Nuclear Security, Critical Infrastructure Protection (CIP), Operations Survivability and Chemical, Biological, Radiological, Nuclear and high-yield Explosives (CBRNE). The Operations Support and Technical Development Branch identifies, addresses, and resolves complex technical issues directly impacting operations using in-house and laboratory expertise to maintain this comprehensive capability for the Commander. The Strategic Mission Assurance Data System (SMADS) allows users from the DoD and partner federal, state and local government organizations to store and access data on the nation's critical infrastructure (CI). The Operations Support and Technical Development Branch personnel are rapidly evolving capabilities, within this system, to perform event based analysis on CI and determine the impact to multiple mission sets. The Joint Staff designated SMADS as the repository for Combatant Command, sector and service CIP data, and has requested SMADS training for DoD CIP programs, including the National Military Command Center (NMCC) and National Airborne Operations Center (NAOC).


Job Duties: Provide USSTRATCOM J34 with the following support:
• Ensures the SMADS database is modified, upgraded, maintained, secured and available to the SMADS frontend.
• Develop database architecture as required to support development of new capabilities outlined in requirements documents approved by the COR.
• Update and document the database design baseline as new iterations of SMADS are developed.
• Support and maintain an Entity-Relationship (ER) model of the database schema in accordance with USSTRATCOM Enterprise Data Model (EDM) standards. The contractor shall maintain a data dictionary describing each table and column in detail.
• Define new objects only when necessary, using or adapting pre-existing EDM objects as much as possible.
• Participate in remediation of any data discrepancies within the user community and act as the data liaison between all interested parties for inconsistencies while providing the government reports detailing the discrepancy and remediation actions decided upon.
• Provide support for database librarian/maintenance tasks and provide quality control to check for anomalies in the data that conflict with established business rules.
• Design, implement, manage, backup and restore multiple database schemas.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications: Must have as a minimum one or more of the following qualifications:
• Possess more than five (5) years of demonstrated relevant experience designing, developing, modifying and sustaining databases for database centric systems.
• Possess relevant experience in database development including: integrating Oracle Spatial with GIS applications such as ESRI; database programing to develop a functioning backend that evolves to continually support a web-application frontend and developing database models at the software and functional levels
