USCYBERCOM plans, coordinates, integrates, synchronizes, and conducts activities to: direct the operations and defense of specified Department of Defense (DOD) Information Networks (DODIN) and; prepare to and when directed; conduct full-spectrum military cyberspace operations in order to enable actions in all domains; ensure US/Allied freedom of action in cyberspace and deny the same to our adversaries. This requires conducting campaign and contingency planning and operations against multiple threat actors with disparate competency levels from uncertain locations with different agendas, who are operating against the many distinct and dissimilar networks that comprise the DODIN.

Job Duties:
Train USCYBERCOM staff members in the Operational Design (OD) methodology. OD is a planning approach being taught by the US Army's School of Advanced Military Studies (SAMS) and at Joint Special Operations University (JSOU) to assist in identifying the central and prevailing problem in complex issues and, ultimately, to develop a viable Concept Design with which to approach the problem in the planning process.
Course Development/Instruction: Construct and tailor the curriculum in three cognitive levels for the USCYBERCOM mission sets, organizational culture, and operating model to establish a more comprehensive approach to problem solving. This approach shall consider various internal and external stakeholder equities by providing instruction in the basic, advanced methodology, and theoretical application of design to the USCYBERCOM personnel.
Scenario Development: In addition to the base curriculum, provide additional real world cyber event scenarios used to supplement initial student and instructor course development/instruction. Develop scenarios relevant to current cyber efforts and be consistent with cyber activities executed by cyber threat actors that have the access, technical expertise, operational reach, and intent to threaten U.S. Infrastructure and or to carry out a cyber attack on U.S. interests. Scenarios and projections must plausibly incorporate the most likely and most dangerous cyber threats as they exist in the current environment.
Student Response Survey/Event Reports: Develop a student response survey that will be used to evaluate knowledge gained through execution of the course. Intention of this survey is to provide a venue for students to provide feedback on the curriculum performance and to identify errors, discrepancies or suggestions to improve the course. The Event Report will include all the student surveys and narrative of the instruction and design artifacts in order for the Government to ensure curriculum suitability or to indicate need for revision.
Real World Facilitation: At the request of the Government, provide facilitators for a duration of approximately two weeks to support design/deliberate planning efforts involving real world planning to USCYBERCOM staff members in the theory, methodology and practical application as it applies to Real World Threat Actors/Events.


Requisite Personnel Qualifications:
Critical thinking skills, both qualitatively and quantitatively
Ability to prepare a well-grounded, defensible argument
Ability to communicate effectively, both written and verbal
Strong organizational skills and ability to multi-task
Strong technical and analytical skills
Ability to work independently and as part of a team
Familiarity with USSTRATCOM organization desired
Familiarity with Joint processes, operations, and commands

Qualifications: Minimum of two years of demonstrated experience in each of the following areas:
Joint and interagency experience
Design instructional experience
Strategic planning experience

Additional desired skills/ preferred qualifications:
Have US Army's School of Advanced Military Studies (SAMS) or Advanced Operational Art Studies Fellowship (AOASF) experience
Instructor / Senior - One year of teaching experience after MOIC; certification in five lessons (minimum), annual instructor evaluation, complete 12 CEUs each academic year, recommendation by department director
