The National Airborne Operations Center (NAOC) plans, manages and integrates the joint training program for all personnel assigned to NAOC to achieve and sustain performance meeting the Chairman of the Joint Chiefs of Staff (CJCS) Mission Essential Tasks (METs). Training and exercise priorities are outlined in the NAOC Annual Training Plan (ATP). NAOC requires Advisory and Assistance Services (A&AS) to plan, develop, execute, analyze and assess the NAOC ATP. The work requires the review of appropriate CJCS exercise and training planning guidance and directives and, applying same, to provide: technical assistance and data and information management for analysis, coordination, planning and execution and after action reporting for the ATP; exercise and training design, planning, preparation, execution, analysis, evaluation and reporting; Joint and Annual Training Plans and After-Actions Programs development; and Individual and collective mission area training. We are seeking four qualified individuals to support this task.


Job Duties: Support USSTRATCOM J36 with the following duties:
• Provide research, information analysis, exercise and training development and technical support to implement the NAOC ATP and Joint training objectives.
• Execute all ongoing and new tasks using current Joint Training Doctrine, Joint and Command Publications, and in coordination with NAOC and other specified organizations as a basis for planning and support.
• Provide individual and collective NAOC training in the areas of Initial and Recurring Training:
o NAOC Watch Officer training, certification and duty performance;
o NAOC Battle Staff section specialty training, certification and duty performance in Emergency Actions (EA), including Survivable Mobile Command Center (SMCC) Central Manager (SCM) and Federal Emergency Management Agency (FEMA) support operations;
o Communications (COMM) section specialty training and duty performance;
o Strategic Operations (SOPS) section specialty training, certification and duty performance including Presidential Strike Advisor;
o Current Operations (COPS) section specialty training, certification and duty performance including Surveillance Officer, Section Head and Residual Capabilities Assessment (RECA);
o Intelligence section specialty training, certification and duty performance; Collective Operations Team training for use and exploitation of onboard voice, data, and video communications systems including Nuclear Planning and Execution System (NPES) supporting situational awareness and decision support operations across the full range of NAOC missions.
• Assist with planning and NPES scenario development for NAOC participation in USSTRATCOM, Joint Staff, interagency and other national-level exercises including Special Access Program exercises as requested by the NAOC Commander.
• Prepare and conduct an Individually Tailored Training Program (ITTP) (approx. 3 weeks) for new NAOC members including communications security (COMSEC), Two-Person Control (TPC), security awareness, force protection, anti-terrorism, and NAOC Watch Officer duties.
• Assist with reviewing, revising, updating, and creating new NAOC weekly Watch Officer refresher training materials and provide recurring/refresher training to NAOC Watch Officers.
• Assist with NAOC database and training plan tasks to include supporting database records for NAOC lessons learned/training deficiencies; revising NAOC Training and Certification Manual 9-2 and development of NAOC Annual Training Plans; and assist in coordination, updates and scheduling use of USSTRATCOM Computer Based Training (CBT) modules.
• Provide simultaneous, integrated training of independent yet interrelated battle staff functions at different positions onboard the E-4B Advanced Airborne Command Post.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively

• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands.


Qualifications:
• Operational experience on the NAOC Battle Staff
• Possess twelve or more years' experience in the following/similar areas within the past five years:
o ISD and training;
o NPES and Integrated Tactical Warning and Attack Assessment (ITWAA);
o NAOC Watch Officer processes and procedures;
o NAOC Strategic Operations (SOPS) processes and procedures or user-approved similar strategic operations systems and
o NAOC Communication systems or user-approved equivalent systems to include user operational expertise with: MILSTAR; LF/VLF; SHF; LOS RF; Terrestrial networks; DSCS; Single Channel Transponder; INMARSAT; AFSATCOM and AEHF;
o NAOC COPS processes and procedures or user-approved equivalent systems;
o NAOC EA processes and procedures or user-approved equivalent systems;
o NAOC Intelligence processes and procedures or user-approved equivalent systems; and
o Operational knowledge of the National Military Command System;
• At least one (1) individual shall have previous SAP access experience.
