The missions of United States Strategic Command (USSTRATCOM) are: to detect, deter, and prevent attacks on United States (US) vital interests, to ensure US freedom of action in space and cyberspace, to deliver integrated kinetic and non-kinetic effects to include nuclear and information operations in support of US Joint Force Commander operations, to synchronize global missile defense plans and operations, to synchronize regional combating weapons of mass destruction plans, to provide integrated surveillance and reconnaissance allocation recommendations to the Secretary of Defense (SECDEF), and to advocate for capabilities as assigned. USSTRATCOM/J37 is responsible for providing USSTRATCOM's operational support for the Nuclear Planning and Execution System (NPES) and for the Joint Resource Assessment Data System (JRADS).


Job Duties: Provide USSTRATCOM J37 with NPES operational support:
- Provide Nuclear Planning and Execution System (NPES) operations, technical advice for operations support, and OPLAN and Nuclear Command, Control, and Communications (NC3) data analysis
- Provide system and requirements analysis supporting the NPES operational community, and NPES real world operations and exercise support
- Providw NC3 Data Analysis by supporting OPLAN and NC3 data analysis, to include all data sources and data validation, verification, and corrections
- Provide technical advice for operations, and day-to-day functional support of the Joint Reporting Structure (JRS) and Nuclear Execution Reporting Plan (NEREP) reporting system
- Support NPES verification and validation through evaluation of proposed and/or actual OPLAN changes that may negatively impact application performance and result in the potential degradation of operational forces
- Support NC3 community related testing to include OPLAN planning data verification, Warning, Residual Threat, Residual Capabilities Assessment, Nuclear Detonation Detection System, and Adaptive Planning testing
- Assist with preparation of Force Status message data, and providing information for CDRUSSTRATCOM participation in strategic war plan decisions, alert force management, and survivability actions
- Provide support with change requests and deficiency reports to improve NPES software, research inputs with appropriate staff offices, and continuously analyze NPES software and recommended improvements
- Perform system and requirements analysis supporting the NPES operational community, to include analysis of impacts on and from integrated external systems
- Support preliminary system concept studies/analysis, formulate descriptions of the NPES system architecture, perform detailed requirements analysis, and define product-level/subsystem-level requirements
- Provide analysis of operational impact of system and software engineering proposed changes to NPES and related systems
- Support NPES operational activities for Technical Performance Evaluations (TPE), Staff Assistance Visits (SAV), Integrated Mission Area Training (IMAT), communications assessments, continuing evaluation programs and exercise/real world events


Requisite Personnel Qualifications:
Critical thinking skills, both qualitatively and quantitatively
- Ability to prepare a well-grounded, defensible argument
- Ability to communicate effectively, both written and verbal
- Strong organizational skills and ability to multi-task
- Strong technical and analytical skills
- Ability to work independently and as part of a team
- Familiarity with USSTRATCOM organization desired
- Familiarity with Joint processes, operations, and commands


Qualifications: Must have as a minimum one or more of the following qualifications:
- Possess at least five (5) years of demonstrated relevant experience with and/or education in nuclear command and control and at least one (1) of the following related communications and computer systems: (Military Strategic Tactical and Relay (MILSTAR); Strategic Automated Command and Control System (SACCS); Defense Satellite Communications System (DSCS); Global Broadcast System (GBS); Mobile User Objective System (MUOS); Advanced Extremely High Frequency (AEHF); National Airborne Operations Center (NAOC); Airborne Command Post (ABNCP) or Mobile Consolidated Command Center (MCCC))
