This work covers the roles and responsibilities for the ISSM supporting USSTRATCOM's new Command and Control Facility (C2F) Industrial Control System (ICS) Information Systems classified and unclassified information technology (IT) infrastructure. The individual serving as the Industrial Control System (ICS) Information Systems Security Manager (ISSM) shall have a working knowledge of the policies and procedures required to ensure the confidentiality, integrity, and availability of all categories of information and shall apply this knowledge when establishing, implementing, and monitoring data security policies. The ISSM is the individual designated by the commands Information System Owner (ISO) to aid in the management the commands cyber security program associated with the ICS. This individual shall be responsible for supporting the establishment, documentation, and monitoring the command's cyber security program implementation ensuring compliance with the DoD Security policies.


Job Duties: Provide USSTRATCOM J64 with ISSM support:
• Provide advisory and assistance services as required throughout the Systems Lifecycle.
• Lead efforts to efficiently obtain Assessment and Authorization (A&A) approvals for ICS and networks in preparation for authorization to process DoD information to include: Providing cybersecurity advice, guidance, and assistance to the Authorizing Official (AO) and staff, assigned Program Managers (PM), Systems Managers, Certifying Authority (CA), Information Assurance Managers (IAMs), and IA Officers (IAOs); Creation, packaging, maintenance and review of A&A products developing, integrating, testing and transitioning to C2F in compliance with National, DoD and STRATCOM cybersecurity policies.
• Provide cybersecurity analysis supporting all AO accreditation decisions, risk analyses, mitigation strategies, and Federal, DoD and STRATCOM cybersecurity compliance to ensure the confidentiality, integrity, and availability of all assigned ICS.
• Work with the AO staff to provide solutions to cybersecurity process and technical challenges within the program in order to efficiently lead the A&A approvals process, oversee cybersecurity compliance efforts, and minimize operational risk to the systems.
• Serve as the primary Cybersecurity Analysts for the USSTRATCOM AO ensuring the confidentiality, integrity, and availability of all ICS programs under the AO's purview.
• Lead A&A production efforts for assigned systems; lead and coordinate A&A activity between the AO, the CA, the PM and the PMOs' Security Engineering Teams.
• Provide cybersecurity analysis support and recommendations including system-level risk analysis, security control selection and implementation, risk identification, remediation, and mitigation. Reform cybersecurity roles and initiate DIACAP/RMF processes for assigned systems.
• Analyze certification evidence and artifacts, conduct risk analysis and prepare recommendations for accreditation decisions.
• Analyze plan of action and milestones (POA&M), and provide recommendations to the AO, the CA, and the PM on operational cybersecurity issues.
• Advise and assist system hardening; provide analysis and recommendations on optimizing cybersecurity risk mitigation strategies.
• Oversee DODI 8510.01 (DIACAP / RMF) activities for assigned information systems and assess systems IAW DODI 8500.2 and CNSSI 1253 and select security controls in conjunction with the system's CA.
• Assign supplemental controls to address specific threats or vulnerabilities or to satisfy the requirements of public laws, Executive Orders, directives, policies, standards, or regulations.


Requisite Personnel Qualifications:
• Critical thinking skills, both qualitatively and quantitatively
• Ability to prepare a well-grounded, defensible argument
• Ability to communicate effectively, both written and verbal
• Strong organizational skills and ability to multi-task
• Strong technical and analytical skills
• Ability to work independently and as part of a team
• Familiarity with USSTRATCOM organization desired
• Familiarity with Joint processes, operations, and commands


Qualifications: Must have as a minimum one or more of the following qualifications:
• Possess at least five years of experience working and ability to demonstrate recent experience (within the last 5 years) with DOD cybersecurity major driving policies- DoD 8510.01 (DIACAP/RMF), DoDI 8500 series (Information Assurance/Cybersecurity), CNSSI 1253, and CJCSI 6731 (JC2 Security Policy).
• Possess at least five years of experience as Cybersecurity/ Information Assurance Analyst on DoD projects and/or systems of similar scope.
• Subject matter expert with DoD Information Assurance Certification and Accreditation Process (DIACAP) and Risk Management Framework (RMF).


Certifications:
Must possess DoD-M 8570.1-M certification at all times and maintain at least one of the following certifications: Global Information Assurance Certification (GSLC), Certified Information Security Manager (CISM), or Certified Information Systems Security Professional (CISSP (or Associate).
