The USSTRATCOM Intelligence Directorate (J2) JIOC delivers global situational awareness in support of planning, synchronizations, decision making, and execution of USSTRATCOM Unified Campaign Plan (UCP) missions. USSTRATCOM Cyber Mission Forces (CMF) requires intelligence support to advance the command's priority mission areas. One portion of this requirement will support the CMF by conducting Joint Intelligence Preparation of the Operational Environment (JIPOE), support basic target development, support to intelligence planning, and collection management. This work consists of Advisory and Assistance Support (A&AS) tasks required to support the USSTRATCOM JIOC (STRATJIOC) in providing all-source intelligence analysis and products related to the ongoing Multi-Combatant and Intelligence Community (IC) Adversary Strategic Initiative (SI), to include providing tailored analyses of adversary operational intent and strategic capabilities; supporting emulation and derivation development; and providing inputs for IC-level recommendations to warfighters and senior policy decision-makers.
Job Duties: Provide support to the USSTRATCOM J2 Adversary Adverse Action Indicator Analysis Cell (A3IAC) with the following duties:
Provide a Knowledge Manager (KM) to assist with creating project data automated and accessible at multiple classification levels to Combatant Command and IC partners, including allies, through use of SharePoint and other data dissemination tools.
Knowledgeable of commonly used Intelligence Community tools and security procedures.
Ensures data is backed up, fully automated, and discoverable by external and internal customers.
Support efforts to transfer information between different classified databases.
Requisite Personnel Qualifications:
Critical thinking skills, both qualitatively and quantitatively
Ability to prepare a well-grounded, defensible argument
Ability to communicate effectively, both written and verbal
Strong organizational skills and ability to multi-task
Strong technical and analytical skills
Ability to work independently and as part of a team
Familiarity with USSTRATCOM organization desired
Familiarity with Joint processes, operations, and commands
Qualifications: Required:
More than Twelve (12) years of demonstrated experience using InfoPath, customized workflows, and developing custom code utilizing HTML, JavaScript, CSS, Photoshop, jQuery, C#, visual basic and/or visual studio.
Five (5) years of demonstrated experience using Highpoint, Web Expression, and SharePoint 2010 and 2013 and SharePoint Designer 2010 and 2013.
Three (3) years demonstrated experience creating and reviewing organization website structures for utilization as a major source for information sharing, dissemination, collaboration and decision making on multiple domains.
One (1) year demonstrated experience with SharePoint 2010 / 2013 utilizing out-of-the-box capabilities
Five (5) years of experience developing custom code utilizing HTML, JavaScript, CSS, Web Expression, jQuery, C#, visual basic, and/or visual studio to enhance/create SharePoint 2010 / 2013 web parts, web pages and sites to streamline information sharing on SharePoint portals.
