The Deputy Secretary of Defense directed continuation of operations of JEPAC through transfer of management responsibilities from OSD (DOT&E) to United States Strategic Command (USSTRATCOM) and mission has been guided by a Program Decision Memorandum that directs the expansion of JEPAC's original focus to include all facets of Electromagnetic Spectrum (EMS) operations so as to provide an enduring, full spectrum Joint Electronic Warfare (EW) and Test and Evaluation (T&E) capability and enhanced joint operations across all five operational domains air, sea, ground, cyberspace, and space. Under its new name, "Joint Electromagnetic Preparedness for Advanced Combat" (JEPAC) was directed to collaborate with the Combatant Commands (CCMD) and Services to identify EW capability gaps and vulnerabilities, develop mitigation strategies, validate solutions, and enhance combat capabilities across the electromagnetic spectrum (EMS) for air, sea, ground, cyberspace and space. JEPAC also provides oversight of operational EW testing and analytical evaluation of current and conceptual U.S. technology and TTPs.

Job Duties: Provide support to the JEPAC with the following duties:

        Obtain current information on rapidly evolving EW threats, assess this information for impact, and incorporate changes in test planning.

        Conduct research, analyze threat data, and control receipt and dissemination of foreign intelligence information.

        Conduct short notice studies to evaluate new EW threats and present findings, conclusions, and recommendations based upon results.

        Conduct tactical, operational, and strategic-level research of the impact of existing and emerging EW threats to Joint operations.

        Develop and produce mitigation strategies such as standard operating procedures (SOPs) and TTPs.

        Develop and produce project documentation to include CONOPS, implementation plans, courses of action, memoranda of agreement, SOPs/checklists and TTPs.

        Develop and produce necessary documentation and briefings for T&E events that will develop, refine, and rehearse the JEPAC-developed TTPs.

Requisite Personnel Qualifications:

        Critical thinking skills, both qualitatively and quantitatively

        Ability to prepare a well-grounded, defensible argument

        Ability to communicate effectively, both written and verbal

        Strong organizational skills and ability to multi-task

        Strong technical and analytical skills

        Ability to work independently and as part of a team

        Familiarity with JEPAC organization desired

        Familiarity with Joint processes, operations, and commands

Qualifications: Required: Possess at least five (5) years of demonstrated relevant experience with:

        RF injected cyber-attacks on DoD platforms

        Conducting research on Adversarial cyber assessments and EMS issues; obtaining relevant DoD documents, conducting adversarial studies, analyzing options and developing required documentation to effectively and efficiently carry out the mission
