The Deputy Secretary of Defense directed continuation of operations of JEPAC through transfer of management responsibilities from OSD (DOT&E) to United States Strategic Command (USSTRATCOM) and mission has been guided by a Program Decision Memorandum that directs the expansion of JEPAC's original focus to include all facets of Electromagnetic Spectrum (EMS) operations so as to provide an enduring, full spectrum Joint Electronic Warfare (EW) and Test and Evaluation (T&E) capability and enhanced joint operations across all five operational domains air, sea, ground, cyberspace, and space. Under its new name, "Joint Electromagnetic Preparedness for Advanced Combat" (JEPAC) was directed to collaborate with the Combatant Commands (CCMD) and Services to identify EW capability gaps and vulnerabilities, develop mitigation strategies, validate solutions, and enhance combat capabilities across the electromagnetic spectrum (EMS) for air, sea, ground, cyberspace and space. JEPAC also provides oversight of operational EW testing and analytical evaluation of current and conceptual U.S. technology and TTPs.
Job Duties: Provide support to the JEPAC with the following duties:
Develop and maintain a JEPAC Security Program for the Director's approval.
Develop and conduct a personnel security program up to and including TS/SCI/SAP accesses
Provide content and information management services across all network security domains (e.g., Unclassified, Secret Collateral, Top Secret+, and Special Access Program/Required [SAP/SAR])
Prepare, coordinate, and maintain, as required, System Security Authorization Agreements, System Security Plans, and other applicable documentation
Maintain readiness of video teleconferencing (VTC), enable and maintain information technology (IT) video conferencing resources and state-of-the-art security meeting facilities.
Manage the identification, installation, configuration control, and maintenance (including upgrades) of JEPAC administrative and analytical systems and software (including TS/SCI/SAP, JWICS)
Establish requirements for local network and wide area network connectivity for multiple networks
Coordinate with JEPAC leadership and program manager on policies and procedures for personnel access and use of IT assets and capabilities
Direct the activities of IT Help Desk support personnel including the installation, monitoring, and maintenance of IT assets
Maintain Communications Security (COMSEC) information and managing COMSEC accounts
Requisite Personnel Qualifications:
Critical thinking skills, both qualitatively and quantitatively
Ability to prepare a well-grounded, defensible argument
Ability to communicate effectively, both written and verbal
Strong organizational skills and ability to multi-task
Strong technical and analytical skills
Ability to work independently and as part of a team
Familiarity with JEPAC organization desired
Familiarity with Joint processes, operations, and commands
Qualifications: Required: Possess at least five (5) years of demonstrated relevant experience with:
Monitoring Information System Security Officer (ISSO) requirements and maintaining ISSO certification
Installing, sustaining, maintaining, trouble shooting/repairing and upgrading IT assets (i.e. COTS data, voice and video networks, to include LANS & WANS, VOIP and multiple video network infrastructure systems (unclassified, secret, top secret)) ;
Training users on use of software and hardware in base operations and tactical environments
Staffing the IT Help Desk and responding to internal requests for IT assistance
Assisting in conducting and maintaining IT asset inventories
Performing, coordinating, integrating, and supervising network design, configuration, operation, defense, restoration, and improvements
Analyzing capabilities and performance, identifying problems, and taking corrective actions
Leading efforts to acquire, install, and support future Special Access Program networks
Ensuring readiness of VTC support
Manage access to Communications Security (COMSEC) information and manage COMSEC account.
