The USSTRATCOM Global Intelligence, Surveillance and Reconnaissance and Space Division (J84) is responsible for Global Sensor Integration on Networks (GSIN) functional management. GSIN was initiated to expose sensor data across the mission areas of Missile Defense (MD), Missile Warning (MW), Space Situational Awareness (SSA), and Technical Intelligence (TI). GSIN goals include exposing sensor data to mission partners, and operational users and integrating data from these mission areas to improve situational awareness of operational commanders and senior decision makers. USSTRATCOM/J84 requires Engineering Support help to accomplish additional Engineering and Analytical support for migration and continuation of visualization and integration efforts both in and outside the USSTRATCOM building and firewalls. Support will also include integration of operational services into USSTRATCOM's simulation and testing network for operational support.

Job Duties: Provide support to the USSTRATCOM J84 with the following duties:

        Employ best practices, develop and document detailed descriptions and specifications of data service methodologies, service interfaces, data schemas, etc.

        Enhance and refine implementation plans detailing steps, actions necessary, and resources required to deploy services into different enterprise environments.

        Provide technical recommendations, strategies, and transition plans for integrated capabilities internal and external to GSIN and USSTRATCOM.

        Provide system engineering and technical management support for GSIN development with respect to data capture, data schema, data transfer (communication networks), data display and data manipulation (visualization services).

        Provide engineering analysis and integration of data from programmatic, engineering, configuration and data management, and logistics functions, and the synthesis of data to present project status, long range plans, and program accomplishments in relation to GSIN program objectives.

        Provide analysis, modification, and manipulation of existing GSIN code and XML schema to meet operational objectives, improve capabilities, and support troubleshooting.

        Perform detailed Mission analysis and research using all available sources of classified and unclassified information.

        Logically assimilate and de-conflict collected data to ensure information accuracy and ease of access to all authorized personnel.

        Support the coordination of lessons learned, results and conclusions with relevant organizations, including: Joint Forces Component Commands (JFCCs), Joint Task Forces (JTFs), COCOMs, the Missile Defense Agency (MDA) and non-DoD agencies.

Requisite Personnel Qualifications:

        Critical thinking skills, both qualitatively and quantitatively

        Ability to prepare a well-grounded, defensible argument

        Ability to communicate effectively, both written and verbal

        Strong organizational skills and ability to multi-task

        Strong technical and analytical skills

        Ability to work independently and as part of a team

        Familiarity with USSTRATCOM organization desired

        Familiarity with Joint processes, operations, and commands

Qualifications: Required:

        A minimum of five years of  experience with data architectures, data analysis/modeling techniques, data services methodologies, data security policy and policy enforcement, net-centric objectives/principles, and modern architecture methodologies and design patterns

        Comprehensive working knowledge of coding practices and procedures to comply with current technical standards. 

        Personnel must be able to communicate efficiently with multiple levels of systems engineer knowledge levels.
