Overview: USSTRATCOM/J234 Targets coordinates across the Department of Defense (DoD), Combat Support Agencies, IC, other United States Government (USG) entities and Allied organizations for the successful execution of the target intelligence mission in support of Commander USSTRATCOM (CDRUSSTRATCOM) and national objectives. We are to provide advisory and assistance services (A&AS) support for the development of intelligence materials and support Command targeting policies. Analysis is required to meet J234 assigned targeting missions by providing target analysis and targeting management for the USSTRATCOM target intelligence enterprise. This includes targeting policy implementation, standardization, development and target analysis identified by CJCSI 3370.

 

Specific Duties: Support USSTRATCOM/J234 with the following:

  • Conduct basic, intermediate, and/or advanced target development to include targeting policy/guidance development, capabilities analysis, mission planning and force assignment, and assessment
  • Manage target vetting for the USSTRATCOM Target Intelligence Enterprise (TIE) in the J2, to include providing, tracking, resolving, maintaining, and communicating actions/requirements
  • Brief any command element, as required, on vetting issues or actions; conduct quality control of materials to be submitted for target vetting
  • Manage and maintain USSTRATCOM Target Lists and take immediate action to resolve any issues
  • Assist in reviews of target intelligence production
  • Ensure target materials and electronic target folders are complete and accurate; support J2 directed crisis operation support, combat assessments and targeting analysis in support of USSTRATCOM missions; perform the development of special targeting studies and communicate complex targeting topics to command staff
  • Produce technical and analytical target intelligence reports, point papers, scheduled and adhoc briefings, and web-based products requested by the Government
  • Support USSTRATCOM Joint Intelligence Operations Center (JIOC) efforts to ensure the accuracy of all targeting information and tasks
  • Attend and report on relevant meetings in support of targeting related issues and planning for the Government IC
  • Coordinate analysis and development, and track production of all analytical products required by USSTRATCOM to support operational plans; assemble and present production and management milestones
  • Review analytical products to ensure selection development; produce target folders to support USSTRATCOM plans as needed
  • Identify, document, and submit USSTRATCOM target intelligence requirements related to the USSTRATCOM target mission areas; identify target intelligence gaps and develop Requests for Information (RFI), Intelligence Needs (IN), Measurement and Signature Intelligence (MASINT) Requirements, Human Intelligence (HUMINT) requirements, etc., to submit to appropriate agencies for collection and to assist in analytical production
  • Develop/document program policies and standard operating procedures; explore ways to improve target development, processing, and coordination with program management office procedures to develop and improve targeting tools
  • Assist with posting, editing, and maintaining appropriate content on SharePoint, iSpace, Intellipedia and Wiki pages as well as the Directorate's network websites/portals to support USSTRATCOM's targeting mission

Qualifications:

  • Active current TS+ clearance
  • Possess at least five (5) years of demonstrated relevant experience during the past ten (10) years conducting basic, intermediate, and/or advanced target development
  • Possess at least five (5) years' experience during the past ten years of demonstrated relevant experience in target intelligence analysis or targeting; demonstrated knowledge of the Target Intelligence Enterprise, the IC, capability to deliver senior-level target intelligence briefs, ability to identify targets, apply analytical methodologies, create analytical assessments on post mission products, draft target collection requirements/FRIs, and develop electronic targeting folders in support of CCMD deliberate and dynamic targeting cycles, contingency operations, and planning process
  • Knowledge and experience to develop, review, use or coordinate target materials, targeting systems, target lists, Electronic Target Folders, combat assessment, target systems analysis production or management, and related targeting processes and documents associated and relevant to National Level, Chairman Joint Chief Staff, and DoD, and CCMD guidance
  • Expertise coordinating/collaborating with CCMDs, IC, IA, Combat Support Agencies and Allied nations
  • Expertise in DoD target intelligence planning processes, doctrine, and overarching documents that direct USSTRATCOM and DoD targeting
  • Expertise interacting with personnel within USSTRATCOM, subordinate Components, DoD, US Government, and Allied nations to coordinate targeting efforts
  • Strong oral and written communication skills, including the ability to communicate clearly and effectively with other personnel ranging from intelligence analysts to senior decision-makers
  • Expertise performing in-depth target analysis in the intelligence field
