Overview: USSTRATCOM Global Intelligence, Surveillance and Reconnaissance and Space Division (J84) is responsible for Global Sensor Integration on Networks (GSIN) functional management. GSIN was initiated to expose sensor data across the mission areas of Missile Defense, Missile Warning, Space Situational Awareness (SSA), and Technical Intelligence (TI) mission areas.  J84 requires support in developing current and future GSIN initiatives. This includes services for financial management, review and analysis, acquisition, systems engineering, technical expertise and technical support for the functional manager, and planning and operations research analysis for developmental program tasks in support of the GSIN project. The support shall also include developing strategies, plans, and schedules to support the development and expansion of GSIN technology initiatives into other mission areas (e.g. Theater Missile Warning, Shared Early Warning, Airborne ISR, Technical Intelligence, etc.), and integration with other systems enabling those systems to consume GSIN sensor data services.

 

Specific Duties: Provide assistance with following:

  • Track, update, monitoring, modify and recommend changes to the commitments, obligations and expenditures of Operations and Maintenance (O&M) funds for the J84 Functional Manager (FM).
  • Monitor the status of O&M funds for various efforts for the current and future fiscal years.
  • Prepare modification requests to J84 O&M funds when adjustments to the budget are required
  • Provide comments/recommendations for handling unfunded requirements
  • Prepare financial analyses documentation on impacts of funding cuts, initiatives, and disconnects as well as provide direct support for DOD directed financial reports
  • Provide all the services necessary to track data, cost estimating, financial analysis and financial reporting for O&M funds.
  • Attend relevant Government meetings as required in support of analyzing and planning for the Government.

Qualifications:

  • Active/current Top Secret+
  • Possess a minimum of five (5) years of operational experience with MS Office Tools (Word, Excel, PowerPoint, and Outlook)
  • Possess a minimum of five (5) years' experience and expertise with COCOM-Headquarters level organizations within the DOD and other USG agencies
  • Minimum of five (5) years' experience with monitoring, tracking, and analyzing Operations and Maintenance (O&M) funding within the DOD
  • A minimum of five (5) years' experience preparing and adjusting budgets, spreadsheets, financial documents, etc. in order to provide reports and recommendations to the Government
